Abstract:
در این مقاله میزان مشارکت استفادهکنندگان در فرایند تدوین استانداردهای ملی حسابداری و نقش آنها در اثرگذاری بر فرایند تدوین استانداردها بررسی شده است. در راستای پاسخگویی به سوالهای پژوهش، 6 فرضیه در رابطه با زمانبندی مشارکت، روشهای مشارکت و تاثیر گروههای ذینفع طراحی و مورد آزمون قرار گرفت. جامعه آماری این پژوهش، استادان دانشگاه در رشته حسابداری و حسابرسان هستند که دو گروه مسلط در فرایند تدوین استانداردها تلقی میشوند. نمونه به صورت تصادفی طبقهبندی شده انتخاب شده است. اطلاعات لازم برای تحقق بخشیدن به هدفهای پژوهش، با استفاده از پرسشنامه جمعآوری شده است. نتایج نشان داد که مشارکت در مراحل زودهنگام و دیرهنگام تاثیر یکسانی دارد. افراد از روشهای متفاوتی برای مشارکت و اعمال نفوذ استفاده کرده و اثربخشی روشهای مختلف را یکسان نمیدانند. به طور کلی، میزان مشارکت استادان دانشگاه و حسابرسان در فرایند تدوین استانداردهای ملی اندک بوده و هزینه، احتمال موفقیت و منافع، به ترتیب، دلایل این سطح مشارکت اندک را توضیح میدهد.
Participation in standard-setting processes is known as a key indicator of standard setters’ legitimacy. This study investigates participation level of financial statement users and their influence on the process of setting accounting standards. This study reports the results of the questionnaire survey of the academics and auditors participation. Academicians and auditors are seen as two groups that have the potential to exert strong positive influence in the shaping of accounting standards. In order to answer the research questions, 6 hypotheses about timing of lobbying, lobbying methods and perceived influence of interested groups are tackled. The findings suggest that participation in the early and late stages have the same effectiveness. Respondents use different methods for lobby and they do not believe in their same influence. In general, auditors and academic communities’ participation in setting accounting standards were limited. Costs, probability of success and benefits are respectively explaining this limited level of participation.
