Abstract:
روند فزاینده رشد شهرها در دهه های اخیر با وجود مواهب بسیار چالش های گوناگون اقتصادی، اجتماعی، کالبدی و زیست محیطی را در پی داشته است. رشد و گسترش فضایی شهر پیامد افزایش طبیعی جمعیت از سویی و مهاجرت و جابجایی آن از سوی دیگر است، در این میان چگونگی رشد و توسعه کالبدی شهرها از ارزش بسیار فراوانی برخوردار است. شهرها به گونه هایی از جمله در شکل توسعه میان افزا ، توسعه شهری پیوسته و توسعه شهری گسسته رشد کرده اند. توسعه شهری پراکنده یا به اصطلاح پراکنده رویی شهری، نمودی از توسعه شهری گسسته و ناپیوسته و در مواردی بسیار بیرون از ضوابط و مقررات شهری و به گونه ای خودرو و برنامه ریزی نشده است. این پدیده دشواری ها و پیامدهایی منفی برای شهر و ناپایداری شهری را به دنبال دارد. ازاین رو بررسی عوامل مؤثر بر ایجاد پراکنده رویی و تأثیرات این پدیده بر شهر، از ارزشمندی فراوانی برخوردار است. در این نوشتار با رویکردی تحلیلی- توصیفی و با بررسی اسناد و مدارک موجود، پدیده پراکنده رویی در شهر رشت بررسی شده است و چند و چون و عوامل آن تحلیل شده است. این بررسی نشان می دهد که رشت، مانند بسیاری از شهرهای ایران همراه با رشد و دگردیسی درونی، به واسطه پراکنده رویی شهری دچار گسست کالبدی شده است. پیوست و توسعه چشمگیر روستاهای پیرامون به همراه گسترش اسکان غیررسمی در پیرامون شهر از عوامل بنیادین رشد این پدیده بوده است؛ همچنین گسترش شهر در امتداد گذرگاه-های ورودی و ساخت شهرک های پیرامونی، به همراه مکان یابی تجهیزات شهری و خرده کارگاه ها در پیرامون شهر پدیده هایی هستند که بر پراکنده رویی این شهر دامن زده است. در این زمینه آب و هوا و اقتصاد منطقه، بورس بازی زمین، روند شهرنشینی امروزین، ضعف پایش و مدیریت مکان از عوامل بنیادین در شکل گیری این فرایند در شهر رشت بوده اند.
The growth of cities in recent decades have become a economic, social, physical and environmental complex issue. The growth of cities can be due to natural population growth and on the other hand from population migration. In this way the physical growth and development of cities is very important which has various social, economical and environmental implications. Urban sprawl or suburban sprawl is a multifaceted concept centered on the expansion of auto-oriented, low-density development, and without municipal rules and regulations in developing cities. This phenomenon generally leads negative problems and consequences for cities. Thus, the study of effective factors in creating urban sprawl and impact of this phenomenon in urban conditions has utmost importance. In this paper with an analytical-descriptive approach and a review of available documents, the urban sprawl phenomenon has been studied in Rasht, and its factors are analyzed. This study shows that Rasht city, like most cities of Iran along with internal growth and development has experienced urban sprawl and physical spread. Incorporation and the dramatic development of villages around the city, along with creating informal settlements around the city is a major factor in the growth of this phenomenon. The expansion of cities along with points of entry and establishment of enterprise and finding the location of various industries and repair shops around the city are phenomena that are scattered over the sprawl of city. Climate and regional economy, contemporary urbanization process, monitor and managing of location have been main factors in the formation process in Rasht.

In this paper, by the use of analytical-descriptive method and the study of existing documents, the sprawl phenomenon in Rasht city have been investigated and its factors have been analyzed.
The Hierarchical Analytical Process (AHP) method has been used to investigate the influence of each of the indicators on urban sprawl development in Rasht.
Conclusion With the studies on definitions of the urban sprawl issue and the various views expressed in this subject, four fundamental factors can be identified in the creation and development of cities in peripheral lands, including economic factors, climatic and environmental conditions, management structures, and demographic topics.
