Abstract:
سیاست‌های حمایتی از جمله مهم‌ترین سیاست‌های اقتصادی در بخش کشاورزی کشورهای توسعه‌یافته و در حال توسعه به شمار می‌روند. از این رو در مطالعة حاضر، به بررسی اثر سیاست‌های حمایت از تولیدکننده و مصرف‌کننده بر سرمایه‌گذاری بخش کشاورزی طی دورة 1392-1360 در چارچوب الگوی تصحیح خطای برداری (VECM) پرداخته شده است. نتایج نشان می‌دهد که سیاست‌های حمایت از تولیدکننده و مصرف‌کننده اثر مثبت و معنی‌داری بر سرمایه‌گذاری بخش کشاورزی داشته‌اند. مطابق با نتایج، نسبت نیروی کار به زمین‌های کشاورزی در دورة مورد بررسی اثر منفی بر سرمایه‌گذاری کشور دارد که بیانگر رابطه جانشینی بین نهادة کار و سرمایه است. از سوی دیگر، متغیر شاخص بهای مصرف‌کننده بر سرمایه‌گذاری در بخش کشاورزی اثر منفی دارد. با افزایش تورم، نرخ سود واقعی که تفاضل نرخ سود اسمی و تورم است کاهش یافته و سرمایه‌گذاری را کاهش می‌دهد. ضریب متغیر ECM الگو که بیانگر سرعت تعدیل الگوی پویای کوتاهمدت به سمت تعادل بلندمدت میباشد، در پژوهش پیش‌رو برابر با 61/0- میباشد. نشان‌دهنده‌ی آن است که در هر دوره 61 درصد از خطای عدم تعادل از بین خواهد رفت.
Support policies for agricultural sector are among the most important economic policies in developed as well as developing countries. Therefore, in the present study, the effect of consumer and producer support policies on the investment in agricultural sector was studied using Vector Error Correction Model (VECM) during the 1981-2013 period. The results show that producer and consumer support policies in agricultural sector have had a positive and significant effect on the investment in agricultural sector. According to the results, the ratio of labor force to agricultural land in the studied period showed a negative effect on investment in agricultural sector of the country, indicating a substitutional relationship between labor and capital. On the other hand, the variable of consumer price index has a negative effect on investment in agricultural sector. That is, the real interest rate, which is the difference between inflation and nominal interest rate, decreases with increasing inflation, leading to reduced investment.
