Abstract:
روند نهادسازی بازیگران غیردولتی در اداره یک منطقه و مردمش در توسعه توانایی آنها منعکس میشود. این توانایی
نیازمند عملگرایی سیاسی و مسئولیتپذیری و اعمال محدودیت در مواجهه با تدبیر سیاسی نظامی امور است.
فرآیندی که حماس از زمان تصدی مدیریت نوار غزه در ژوئن ۲۰۰۷ تحت تاثیر آن قرار گرفته است. گرایش به
عملیت نظامی یا تبدیل شدن به بازیگری سیاسی» موضوع جالب و چالشبرانگیزی در خاورمیانه است. در نوشتار
حاضرء حماس بهعنوان مطالعه موردی مورد تحلیل قرار گرفته و بدین نکته پرداختهایم که چگونه فرآیند نهادسازی
توسط بازیگران غیردولتی (به این معنا که آنها تبدیل به یک عنصر از دولت میشوند) بر ادامه گرایش به گزینههای
نظامی تاثیر میگذارد و آیا استفاده از خشونت بازدارنده این فرآیند خواهد بود؟ در این زمینه» مقاله حاضر
ظرفیتهای تاثیرگذاری اسراییل در بعضی از متغیرهای مرتبط را بررسی خواهد کرد.
The nongovernmental actors’ institutionalized power of management over a region and its people is evident and testified by the extent of their contribution to enhance their ability. The requisites for materialization of such an ability is political functionalism, accountability and restricted politico-military arrangements. That has been the case with Hamas since June 2007 when it took over the responsibility to manage Gaza; Hamas has been favoring military operations or turning into a political player -- a hot and challenging issue in the Middle East. This research is a case study on Hamas, trying to see how institutionalization by non-governmental actors (in the sense that they become an element of government) has an impact on the tendency towards military choices. Moreover, this study tries to address the question whether violence prevents or prohibits the process? To this end, this paper focuses on Israel’s capacity and power to influence certain relevant variables.
