Abstract:
<div style="text-align: justify;"><strong>اهداف و زمینه ها : </strong>آب به عنوان یکی از عمده‌ترین منبع برای توسعه در ایران و بخصوص در حاشیه کویر بوده و کمبود آن یکی از عوامل محدود کننده اصلی حیات یک جامعه و توسعه فعالیتهای اقتصادی به شمار می‌رود.<br>
<strong> </strong>با توجه به مشکلات بنیادی در زمینه تأمین آب شهری در استان یزد، مدیریت توأم عرضه و تقاضای آب به منظور دستیابی به تعادل در عرضه و تقاضای آتی آب به عنوان یکی از راه حل‌های بلندمدت برون رفت از بحران آبی می‌باشد.<br>
<strong>مواد و روش: </strong>بر این اساس در این تحقیق با تهیه یک مدل تعادل عمومی وضعیت آب شهری، سه سناریوی در زمینه مصرف و سه سناریو در عرضه آب در افق 1397 الی 1425 بررسی گردید.<br>
<strong>نتیجه‌گیری: </strong>بر اساس پیش‌نگری‌های صورت گرفته در تمام حالات کمبود عرضه در استان یزد وجود دارد، بطوریکه حتی با در نظرگرفتن خوش‌بینانه‌ترین وضعیت بارش، 265 میلیون مترمکعب آب شهری و با در نظر گرفتن الگوی واقع‌بینانه و استمرار وضعیت کنونی در زمینه تأمین منابع آبی 971/1 میلیون مترمکعب کمبود منابع آبی شهری وجود خواهد داشت. همچنین در صورت افزایش موج خشکسالی در استان و عدم اعمال سیاست‌های بهینه در زمینه تقاضای آب 557/5 میلیون مترمکعب کمبود آب به منظور تأمین آب مورد نیاز ساکنین در سطح استان یزد وجود خواهد داشت. از اینرو به منظور کنترل عرضه و تقاضا آب در استان علاوه بر ضروت بهره‌مندی از سیاست‌های مدیریت تقاضا مانند قیمت‌گذاری بهینه، سهمیه‌بندی و جیره‌بندی و سیاست‌های عرضه مانند اصلاح سیستم انتقال، ایجاد مراکز تصفیه و تفکیک آب شرب و بهداشتی، نیاز به روش‌های انتقال آب از منابع پایدار خارج از استان نیز باید مورد توجه جدی قرار بگیرد.</div>
<div style="text-align: justify;"><strong>Aims :</strong>Water is considered as one of the main sources for development in Iran, especially in the margin of desert. Its lack is one of the main limiting factors in the life of a society and the development of economic activities.<br>
Regarding the fundamental problems in urban water supply in Yazd province, combined management of water supply and demand in order to balance the future supply and demand of water as one of the long-term solutions out of the water crisis.<br>
<strong>Methodology:</strong> Accordingly, in this study, by developing a general equilibrium water status model, three scenarios on consumption and three scenarios in water supply at the horizon of 1397 to 1425 were investigated.<br>
<strong>Conclusion:</strong> Based on the predictions made in all cases of supply shortages in Yazd province, even taking into account the most optimistic rainfall situation, 265 million cubic meters of urban water and taking into account the realistic pattern and ongoing state of the art in providing water resources of 1.97 billion There will be a lack of urban water resources cubic meters. Also, in the event of an increase in the drought wave in the province and the lack of optimal policies in the field of water demand, there will be 557.5 million cubic meters of water shortage in order to provide the water needed by the residents of Yazd province. Therefore, in order to control the supply and demand of water in the province, in addition to the use of demand management policies such as optimal pricing, rationing and rationing and supply policies such as reforming the transmission system, the establishment of purification and separation of drinking water and sanitation, the need for water transfer methods from Sustainable resources outside the province should also be taken seriously.</div>
