Abstract:
بودجه‌ریزی مشارکتی یک فرآیند تصمیم‌گیری مشترک است که در طی آن شهروندان و مقامات محلی در مورد تخصیص نهایی منابع بودجه‌ای در شهرهایشان تصمیم‌گیری می‌کنند و می‌تواند بهترین روش برای شفاف‌سازی در سیستم عدم تمرکز محلی که در آن تصمیم‌گیری‌ها به نمایندگان مردم واگذار شده است تلقی شود. برخلاف این مزیت، مسأله قابل بحث چنین است که این روش به دلیل مشکلات متعددی که دارد از جمله هزینه‌های زیاد آن، آیا قابلیت اجرایی دارد و یا صرفاً در سطح نظری باقی می‌ماند. بررسی مزایا و آثار مطلوب آن در مقایسه با تنگناهای پیش رو، همچنین تجربه برخی کشورها در این زمینه که آثار مطلوبی نیز به دنبال داشته، می‌تواند دال بر امکان اجرایی شدن آن در نظام حقوقی کشورهای دیگر از جمله ایران باشد. این در حالی است که توجه به برخی مواد قانون شوراهای اسلامی نشان می‌دهد که زمینه اجرای آن در نظام حقوقی بودجه‌ریزی ایران با سازوکارهای پیش‌بینی شده فعلی میسر نیست. تقویت نهادهای محلی چون شوراها و شورایاری‌ها و پیش‌بینی سازوکارهای قانونی لازم در راستای تعیین الزام برای بودجه‌ریزی مشارکتی باید در راس اصلاحات قانونی در قوانین بودجه‌ریزی شهری ایران قرار گیرد.

However, attention to some of the articles of the law of Islamic councils shows that its implementation in the legal budgeting system of Iran is not possible with the current predictive mechanisms. Strengthening local institutions, such as councils, and anticipating the necessary legal mechanisms for determining the requirement for participatory budgeting should be at the head of legal reforms in the city budget rules of Iran.
