Abstract:
المبدأ العام يقضي بان تسير دول العالم على قواعد متفق عليها عالميا معدة مسبقا لغرض تنظيم العلاقات الدولية وحل المنازعات بالطرق السلمية وعدم التدخل في الشؤون الداخلية واحترام مبدأ المساواة في السيادة والحماية الموضوعية والإجرائية لحقوق الإنسان وحرياته، والاهم من كل ذلك عدم التمييز في المعاملة بين الدول بشكل عام وبين الأفراد بشكل خاص لان التمييز معناه عودة إلى أنظمة قديمة لا تحترم إنسانية الإنسان. ألا أن الممارسات الدولية تكشف عن وجود فرق كبير بين ما تقضي به القواعد أعلاه وبن ما هو مطبق على ارض الواقع ونستدل على ذلك من خلال خرق الدول الراعية للقواعد أعلاه والتي تعلن على كافة المستويات عن ضرورة الالتزام بها وتقف على رأس هذه الدول الكلايات المتحدة الأمريكية وبريطانيا.
