Abstract:
مشخصه‌های جمعیتی، به‌طور عام و ساختار سنی جمعیت به‌طور خاص، اثری بسیار مهم بر سطوح مخارج اجتماعی دولت و بنابراین بر فشار مالی بالقوه دارد. جمعیت جوان و مسن، دو گروه جمعیتی هستند که از جنبه‌های مختلف هزینه‌هایی را بر دولت تحمیل می‌کنند. به‌ویژه جمعیت جوان از طریق نیاز به آموزش و سایر خدمات، صرفا مصرف‌کننده است و با توجه به سهم بالای جمعیت زیر 15 سال، تاثیر قابل‌توجهی در شکل‌گیری هزینه‌های دولت دارد. لذا این جمعیت می‌تواند الگوی شکل‌گیری هزینه‌های دولت را تعیین کند. در مقاله حاضر، با استناد به اطلاعات و آمار موجود، بر اساس برآورد مدل‌های رگرسیونی رابطه بین ساختار سنی جمعیت و مخارج اجتماعی دولت طی دوره (1395-1350) تبیین می‌شود. در انجام محاسبات از نرم‌افزارهای اکسل و ایویوز [1] استفاده شده است. ساختار سنی جمعیت دارای یک فشار مالی است که به موجب آن افزایش نسبی جمعیت مسن و جوان سبب افزایش معنادار سهم خدمات اجتماعی می‌شود. به‌طوری‌که کشش مخارج اجتماعی نسبت به جمعیت مسن بزرگ‌تر از واحد بوده و نسبت به جمعیت جوان کمتر از واحد می‌باشد. یافته‌ها نشان می‌دهد که به‌دلیل فشار جمعیت و نیازهای روز افزون آن، نسبت مخارج آموزشی به تولید ناخالص داخلی به‌طور معنی‌دار تحت تاثیر نسبت جمعیت جوان قرار می‌گیرد، از طرف دیگر سهم مخارج بهداشتی و رفاهی با جمعیت مسن رابطه مثبت و معنی‌داری دارد. Population characteristics in general and specially age structure of the population, have a very important effect on the levels of government spending and thus on potential financial strain. The young and old age population are two groups that impose various costs on the government from different aspects. In particular, the young population is merely a consumer through the need for education and other services and, given the high share of the population under the age of 15, has a significant impact on the formation of government spending. Based on the estimation of regression models, the relationship between the age structure of the population and the social expenditures of the state during the period (1971-2016) is explained by using available information and statistics. Excel and Eviews have been used in calculations. The age structure of the population has a financial strain, whereby the relative increase of the elderly and younger populations increases with the share of social services substantinely. The results show that due to population pressure and increasing needs, the ratio of educational expenditures to gross domestic product is significantly affected by the proportion of young population. On the other hand, the share of health and welfare expenditures with the elderly population is positive and meaningful.
