Abstract:
سیاست گذاریهای کنترل جمعیتی دهه ۱۳۷۰ در ایران موجب افزایش جمعیت سالمند در دهههای آنی خواهد شد.
این پدیده اثرات اقتصادی و چالشهای مالی قابل توجهی درپی خواهد داشت» بطوریکه خانوارها امکان تامین مالی
حمایت لازم دوران سالمندی را نخواهند داشت. لذا این مسئله ضرورت نیاز به حمایت دوران سالمندی توسط
دولت به جهت ایجاد رفاه اجتماعی بالاتر و جلوگیری از فقر سالمندان را نمایان میسازد. مقاله حاضر با استفاده
از مدل نسلهای همپوش اوثرباخ-کوتلیکوف مجموعهای از روندهای اقتصادی ناشی از سالمندی جمعیت در یک
دوره ۳۰۰ ساله بر اساس بودجه متوازن تامین اجتماعی شبیه سازی شدهاست. نیروی محرکه مدل انتقال جمعیتی
است که برونزا درنظر گرفته میشود و بر اساس پیش بینیهای سناریوی میانی سازمان ملل نرخ رشد جمعیت تا
سال ۲۰۴۰ از ۱۸۲ درصد به صفر کاهش میپاید.
یافتههای تحقیق نشان میدهد کاهش در نرخ رشد جمعیت به منزله کاهش در عرضه نیروی کار بوده که موجب
افزایش نسبت سرمایه به نیروی کار و منجر به کاهش هزینه استفاده از سرمایه کاهش نرخ بهره و افزایش نرخ
دستمزد میگردد. با کاهش نرخ رشد جمعیت, افراد مجبور به پرداخت حق بیمه تامین اجتماعی بالاتر و نسل جوان
بار مالیاتی بیشتری را متحمل میشوند. بنابراین تغییرات جمعیتی» اولویتهای رفاهی را تهدید کرده و موجب ایجاد
نابرابری بین نسلی میشود.
Population control policy in Iran during 1990's would cause in rapidly increasing elder population in coming decades. This fact will led to significant financial burden and economic effects. As the families' ability and resources to fulfill their demands vanish, governmental support programs to establish higher social welfare to the olds and their prevention of poverty get higher priority. In this study, Aurebach-Kottlikoff overlapping generations model is used to simulate the impact of population ageing on Iran's economy in a 300-year period based on social security balanced budget. Driving force of the model is demographic evolution which is exogenous. Based on UN median population forecast scenario, Iran's population growth rate decreases from %1.2 to %0 by 2040.
Our results indicate that population growth rate reduction results in labor supply reduction that would lead to increasing capital to labor ratio ,and thereby decrease in capital cast ,lower interest rate and increase in wage rates .In addition lower population growth rate lead to make young generation pay higher social security contribution rate and tax .Results show that demographic changes have impact on welfare priorities .According to these demographic changes , welfare priorities is threatened and creates inequality between generations.
