Abstract:
موضوع واکنش سطح اشتغال و عرضه نیروی کار به وضع مالیات ازجمله مباحث چالشی در ادبیات نظری اقتصاد با نتیجهای نامشخص است. هدف از پژوهش حاضر بررسی میزان تأثیرگذاری سیاست مالی در قالب وضع مالیات بر روی اشتغال و آزمون این فرضیه است که مالیات تأثیر منفی بر نرخ اشتغال دارد. بدین منظور از رویکرد تصحیحخطایبرداری و آزمون علیت تودا-یاماموتو و دادههای سری زمانی سالانه طی دوره 1396-1357 برای کشور ایران، استفاده شد. نتایج حاصل از آزمون علیت نشان داد، مالیات بر شرکت و مالیات بر واردات از عوامل افزایشدهنده نرخ بیکاری در ایران هستند. نتایج بهدستآمده از روش تصحیح خطای برداری وجود یک رابطه مثبت و معنیدار بین متغیرهای مالیات بر واردات، تولید ناخالص داخلی و شاخص قیمت مصرفکننده و همچنین رابطه منفی و معنیدار بین مالیات بر شرکت و نرخ بیکاری را تائید نمود. استخراج توابع واکنش ضربهای نیز نشان داد که با بروز شوک مثبت از جانب متغیرهای مالیات بر شرکت، نرخ بیکاری در کوتاهمدت افزایش و در بلندمدت به سمت صفر میل مینماید. همچنین، با ایجاد یک شوک مثبت از جانب متغیرهای مالیات بر واردات و شاخص قیمت مصرفکننده، نرخ بیکاری در کوتاهمدت کاهش و در بلندمدت به سمت صفر میل مینماید. لازم به ذکر است تأثیر ایجاد شوک مثبت در تولید ناخالص داخلی روی نرخ بیکاری نوسانی است.
The issue of labor supply and employment level response to the taxation system is one of the most controversial issues in the theoretical literature of economics with an uncertain outcome. The purpose of the present study is to examine the impact of fiscal policy on employment taxation and to test the hypothesis that taxation has a negative impact on employment rate. For this purpose, the Error Correction Method (ECM), the Toda-Yamamoto causality test and Iran annual time series data were used for the period of 1978 - 2017. The results of the vector error correction method confirmed a positive and significant relationship between the variables of import tax, GDP and consumer price index, as well as a negative and significant relationship between corporate tax and unemployment rate. Impulse response functions also shows that with the positive shock of corporate tax variables, the unemployment rate increases in the short run and tends to zero in the long run. Also, by creating a positive shock from the import tax variables and the consumer price index, the unemployment rate drops in the short run and tends to zero in the long run. It should be noted that the impact of positive shocks on GDP is on the volatile unemployment rate.
