Abstract:
شهرداریها بهعنوان سازمانهای بزرگ خدمات رسان به شهروندان در کیفیت زندگی شهری تاثیر بسزایی دارند. با تغییرات صورت گرفته در دنیای کنونی و گسترش روزافزون جامعه اطلاعاتی بسیاری از سازمانها به دنبال استقرار و ارائه خدمات الکترونیک بوده تا هم کیفیت ارائه این خدمات را بالا برده و از طرفی رضایت شهروندان دوچندان شود. پژوهش حاضر به سنجش میزان رضایتمندی شهروندان از الکترونیکی کردن خدمات مجوز ساختوساز و دریافت عوارض آن میپردازد. برای رسیدن به این هدف از مدل ای کوال استفاده شده است. این مدل از بعد قابلیت استفاده، تعامل خدمات و سرعت تبادل تشکیل شده است. برای جمعآوری دادهها پرسشنامهای متشکل از این ابعاد طراحی گردید و همچنین از مصاحبه با مدیران خبره شهرداری دادههای پژوهش جمعآوری شد. جامعه آماری این پژوهش را کارکنان شهرداری و شهروندان و پیمانکاران که با این خدمات و سایت خدمات الکترونیک سروکار دارند تشکیل میدهند. نمونهگیری بهصورت حضوری صورت پذیرفته و برای تائید روایی پرسشنامه علاوه بر نظر خبرگان در شهرداری شیراز از نرمافزار لیزرل نیز استفاده شده است. در مجموع 267 پرسشنامه توزیع و جمعآوری شده و با توجه به اینکه نتایج آزمون کولموگروف – اسمیرنوف توزیع دادهها را نرمال نشان میداد، برای بررسی فرضیههای تحقیق از روشهای پارامتریک آماری و آزمون فرضهای پارامتریک با استفاده از نرم افزار spss استفاده شد. در این پژوهش از آمار استنباطی برای تجزیه و تحلیل دادهها و فرضیات بهره جسته شد. با روش آزمون و فرض و آزمون t-student تک نمونه ای مشخص شد که میانگین نظرات کاربران نسبت به سه بعد مدل برای سنجش رضایتمندی شهروندان بالاتر از میانگین فرض بوده و این بدان معناست که هر سه فرضیه تحقیق مورد تائید قرار گرفته و بنابراین خدمات الکترونیکی ارائه شده از طرف شهرداری شیراز باعث افزایش رضایتمندی شهروندان شده است. در نهایت باتوجه به نظرات کاربران و آزمونهای صورت گرفته برای بهبود رضایتمندی و انجام تحقیقات آینده پیشنهاهایی ارائه شد.
This research lies within the framework of theoretical grammar as it
examines a fundamental intellectually theoretical issue; that is, the refutation of the
narrative of consensus. Therefore, it explores the concept of consensus and its
refutation, the invariability of consensus towards refutation, and the validity of
consensus in the theoretical grammar framework. Moreover, it studies variations in
terms of concept and differences in applications. Then, it illustrates some theoretical
bases of the grammarians' procedures for the evidence of consensus. Later, it
demonstrates some applications on refutation as in ibn Hayyān,s tracing of Ibn Mālik
and his refutation of consensus in a number of issues narrated by Ibn Mālik, and
examines these issues and shows the extent to which refutation has occurred.
Grammarians have varied in defining the concept of consensus as a result of variations
and differences in opinions in two cases; first, location of denial: on rules or on
interpretations, or on both; second, determining the time of consensus. As a result of the
differences of opinions, some narratives have vanished and others remained.
Municipalities, as large organizations serving citizens, have a significant impact on the quality of urban life. With the changes in the current world and the growing expansion of the information society, many organizations are seeking to establish and provide electronic services to increase the quality of these services and on the other hand to double the satisfaction of citizens. The present study measures the level of citizens' satisfaction with the electronic construction permit services and receiving its tolls. To achieve this goal, the e-Qual model has been used. This model consists of usability, service interaction and exchange speed. A questionnaire consisting of these dimensions was designed to collect data and research data were collected from interviews with expert municipal managers. The statistical population of this research consists of municipal employees, citizens and contractors who deal with these services and the electronic services site. Sampling was done in person and in order to confirm the validity of the questionnaire, in addition to the opinion of experts in Shiraz Municipality, LISREL software was also used. A total of 267 questionnaires were distributed and collected and considering that the results of Kolmogorov-Smirnov test showed normal distribution of data, statistical parametric methods and parametric hypotheses test using SPSS software were used to test the research hypotheses. In this study, inferential statistics were used to analyze the data and hypotheses. Using one-sample t-test and t-student test, it was found that the average of users' opinions on the three dimensions of the model to measure citizen satisfaction is higher than the average of the hypothesis, which means that all three research hypotheses have been confirmed and therefore electronic services. Presented by Shiraz Municipality has increased citizens' satisfaction. Finally, based on user feedback and tests performed, suggestions were made to improve satisfaction and conduct future research.

5/ و مقدار آماره t برابر با 153/3 میباشد که در محدوده خارج از فاصله اطمینان تعیین شده با میزان 99 درصد اطمینان قرار دارد؛ لذا فرض H1 تائید و H0 رد میشود؛ بنابراین میتوان گفت طبق نمونه حاضر شهروندان شیرازی از تعامل خدمات وب سایت خدمات الکترونیک شهرداری شیراز رضایت دارند.
فرضیه دوم: با توجه به تجزیه و تحلیل صورت گرفته مشخص شد که کاربران از بعد تعامل خدمات وب سایت خدمات الکترونیک شهرداری شیراز رضایت دارند (2/3) همچنین در آزمون t تک نمونه ای انجام گرفته این فرضیه مورد تائید قرار گرفت.
