Abstract:
اقتصاد سیاسی آمریکای لاتین همواره مورد توجه صاحبنظران توسعه بوده است چون روابط گسترده با آمریکا، تعامل با اقتصاد جهان و حضور فعال در تجارت بین الملل این انتظار را ایجاد کرد که آمریکای لاتین بتواند بر مشکلات توسعه ای خود غالب شده و به گروه کشورهای توسعه یافته بپیوندد. هر چند این منطقه در بین بیست اقتصاد برتر جهان سه نماینده مانند برزیل، مکزیک و آرژانتین دارد اما جمع بدهی خارجی این سه کشور به بیش از یک تریلیون دلار می رسد و بازپرداخت بدهیهای خارجی کلیه برنامه های توسعه ای را تحت الشعاع قرار می دهد.مقاله در پی پاسخگویی به این سوال است که چرا منطقه ای با امکانات چشمگیر توسعه و با بهره مندی از ساختار و نهادهای نسبتا دموکراتیک هنوز درگیر چالشهای اولیه توسعه بوده و از مسائلی مانند فساد، عدم شفافیت، قاچاق مواد مخدر، بدهیهای خارجی، پوپولیسم و شکافهای اجتماعی رنج می برد. پاسخ به این سوال از راه تحلیل اقتصاد سیاسی منطقه انجام شده و فرضیه مقاله بر آنست که تمرکز قدرت و ثروت در دست الیگارشی آمریکای لاتین سبب نهادینه شدن ضعفهای ساختاری گردیده و دولتهای مربوطه را از دستیابی به اهداف توسعه ای دور نگاه داشته است. کشورهای منطقه برغم پیشرفتهایی که در زمینه صنعت، خدمات و مالکیت فکری داشته اند هنوز کشورهای صادرکننده محصولات کشاورزی به حساب می آیند و برغم سیاست همگرایی و ادغام، از روند جهانی شدن بهره چندانی نگرفتهاند.
Latin America’s political economy has always drawn the attention of development researchers, since the vast relations with US, interaction with the world economy and active participation in the global trade created the expectation that the region would soon overcome its development challenges and join the club of the developed countries. Although the region has Brazil, Mexico and Argentina amongst the G-20 top world economies, the three have an accumulated debt of more than one trillion dollars, and repaying the foreign debts will overshadow all economic development strategies. This article intends to respond to the question that “why a region with considerable amount of means to develop, and enjoying relative democratic institutions and friendly relations with superpowers is still coping with the primary challenges of development and suffering from issues like populism, corruption, non-transparency, drug trafficking and social rifts. The article departs from the hypothesis that the concentration of political power and economic resources in the hands of Latin American oligarchy have institutionalized structural weaknesses, distancing in this way countries from their development objectives. Despite considerable progresses in the fields of industry, services and intellectual properties, Latin American countries have not been able to diversify their economies in an efficient manner and continue being agricultural exporters, lagging behind the globalization process regardless of their integration to the global economy.

اگر در عصر نئوليبرال بعد از جنگ سرد کشـورهاي ١٥٦/ فصلنامه سياست خارجي، سال ٣٤، شماره ٣، پاييز ١٣٩٩ آمريکاي لاتين مشغول آزادسازي تجاري و بازپرداخـت بـدهي هـاي خـارجي خـود بودنـد، در قـرن بيست و يکم اين کشورها به دليل روي کار آمدن حکومـت هـاي چـپ در منطقـه بيشـتر مايـل بـه برقراري عدالت اجتماعي و توزيع عادلانه درآمدها گرديدند.
General Agreement on Trade in Services (GATS) ١٦٠/ فصلنامه سياست خارجي، سال ٣٤، شماره ٣، پاييز ١٣٩٩ بخش خدمات در آمريکاي لاتين ١٣% صادرات منطقه را در بر گرفته و در ٢٠ سـال گذشـته رشـد سالانه ٧/٧ درصدي را نشان داده است .
