Abstract:
شتاب علم و فناوری و توسعه ارتباطات بین المللی، جهان را با پدیده پیچیدگی و عدم قطعیت های فراوان برای تصمیم‌گیری‌های جهانی و محلی مواجه کرده است. با ورود به هزاره جدید، پروژه بین المللی هزاره (میلنیوم) با بهره‌گیری از آینده‌پژوهی و با مشارکت گسترده آینده‌پژوهان سراسر جهان، به شناسایی مهم‌ترین چالش‌های پیش روی هزاره و چشم‌اندازهای بلندمدت آنها پرداخته و راهکارهایی را برای دخالت دادن این چشم‌اندازها در تصمیم‌گیری‌ها و سیاست گذاری‌ها ارائه نموده است. در این مقاله، با استفاده از مطالعات کتابخانه‌ای (عمدتاً منابع منتشر شده از سوی پروژه هزاره) و شیوه پژوهش توصیفی–تحلیلی، به طور مختصر موضوعات طرح شده در چالش‌های پانزده‌گانه جهانی مرور شده و نکات مربوط به ضرورت کاربست آینده‌نگاری در تصمیم‌گیری و سیاست‌گذاری ارائه خواهد گردید. در ادامه، با توجه به نتایج پروژه هزاره، راهکارهای ارائه شده از سوی صاحب‌نظران جهانی برای برقراری ارتباط چشم‌اندازهای جهانی و کاربست آینده نگاری در سیاست‌گذاری و تصمیم‌گیری‌های جهانی پرداخته خواهد شد. سپس، برخی اقدامات انجام شده توسط کشورها بیان، و در انتها پیشنهاداتی برای ایران ارائه خواهد شد. نتایج حاصله می‌تواند در به-کارگیری آینده نگری در سیاست‌گذاری و حکمرانی در ایران، و توسعه آنچه حکمرانی پیش نگرانه قلمداد می شود، مورد بهره برداری قرار گیرد.
In the 21st century, the acceleration of science and technology development and increasing international communications have confronted the world with many complexities and uncertainties for global, regional and national governance and policymaking. Considering these issues, in the new millennium, the Millennium Project using futures studies, and with the broad participation of futurists and researchers around the world, through scientific participation of experts, have identified the most important challenges facing the millennium and their long-term prospects, as well as provided solutions to engage these perspectives in decision-making. In this paper, using previous studies (mainly published by the Millennium Project) and by using descriptive-analysis research method, the topics of 15 global challenges raised by The Millennium Project are briefly addressed. In the following, the points to the need for using foresight in decision-making will be discussed. Then, based on the results from the Millennium Project, the strategies and activities suggested by global experts to integrate global perspectives and foresight with global decision-making will be reported. Finally, after reporting some efforts of countries to integrate foresight and decision-making, some item of how to link between foresight and long-term perspectives with policy-making in Iran are suggested. The results of this paper can be used to apply foresight in policy-making and good governance, and to develop what is called: “Anticipatory Governance”, in Iran.
