Abstract:
تمدن جهانی نقطه‌ی تلاقی اصول اساسی موجود در فرهنگ‌ها و تمدن‌های تاثیرگذار است و ارزش‌هایی چون عدالت، صلح، هم‌بستگی انسانی و حقوق بنیادین بشر بخش‌هایی از میراث مشترک و جهان‌شمول را تشکیل می‌دهند. با این وجود، نظام‌های فرهنگی و مذهبی مختلف به عنوان عناصر سازنده‌ی تمدن بشری، برای حفظ و توسعه‌ی اصول خود در بطن این کلیت مشترک ذی‌حق می‌باشند؛ این همان اصل احترام به تنوع فرهنگی در چارچوب جهان‌شمولی حقوق بشر است. از علل اصلی بسیاری از ناآرامی‌ها و مخاصمات مسلحانه، عدم توجه به اختلافات فرهنگی است و پرسش این‌جاست که در کنار موضوع جهان‌شمولی حقوق بشر، تا چه حد بر موضوع تنوع فرهنگی و احترام به آن تاکید شده و این موضوع چه ارتباطی با صلح و امنیت دارد. نوشتار حاضر با بررسی ابعاد این موضوع، لزوم احترام هنجاری به تنوع فرهنگی در جهان را به عنوان یکی از راه‌های کمک به صلح جهانی به بحث می‌گذارد. برآمد این نوشتار ناظر بر این واقعیت است که رعایت تنوع فرهنگی و ارتقای آن تأثیر به سزایی در صلح و امنیت جهانی دارد و سازمان‌های بین‌المللی باید در جهت ارتقای احترام به تنوع فرهنگی و تبدیل جهان به محیطی بهتر برای زیستن، راهبردها و سازکارهایی را ارائه نمایند.
Cultures and great religions constitute pillars of the global human civilization, owing to their rich values, each of them instituted principles at a specific point in history or across the ages, originating from human nature which contributed to the common heritage worldwide. In fact, the world civilization is the melting pot of the fundamental principles inherent in influential cultures and civilizations. Hence, the values such as justice, peace, human solidarity and fundamental human rights form part of common heritage. Being the building blocks of the human civilization, however, the different cultural and religious disciplines have an inherent right to preserve and develop their own principles within the common whole. This is the principle of respect for cultural diversity within the universality of human rights. Not paying attention to cultural differences are the main causes of many tensions and unrest and even armed conflicts. The question is, how much emphasis is placed, beside the universality of human rights, on the issue of cultural diversity and respect for it, and how does this relate to peace and security? This article, by examining different aspects of the subject, has tried to study the necessity of normative respect for cultural diversity in the world as one of the ways to help global peace. The outcome of this article is based on the fact that the observance of cultural diversity and its enhancement will have a significant impact on global peace and security and the international organizations such as the United Nations, the Non-aligned Movement and the OIC should develop ex ante strategies and mechanisms to promote respect of cultural diversity as effective and pervasive tools to make a better world to live.

پرسش هايي از قبيل آيا جهان شــمولي حقوق بشر به معناي جهان شمولي اسناد و معاهدات بين المللي حقوق بشر است ؛ آيا مي توان گفت حقوق بشر در فرايند جهاني شدن از طريق ارتباطات جهاني با مفاهيمي مانند امنيت انساني ، توسعه ، فقر، جنگ و اقتصاد فراملي و تأثير آن ها بر جنبه هاي زيســت محيطي و توسعه ي ملي عجين شــده است ، لذا حقوق بشر جهان شمول شده است ؛ آيا جهان شمولي حقوق بشر به معني يکســاني فرهنگ ها است و يا آن که به معناي مصداق هاي يکسان حقوق بشر در محيط هاي متفاوت فرهنگي اســت ؛ آيا جهان شمولي حقوق بشر به معناي اتخاذ يک رويه ي واحد در مراحل اجرايي در چارچوب تمام نظام هاي ارزشــي ، سنت هاي تاريخي و شرايط ملي متفاوت است ؟ روشــن است که بر اســاس واقعيات تاريخي در جنبه هاي فرهنگ ، مذهب ، اخلاق و ساير شــؤون تمدن و هم چنين بر مبناي مفاهيم حقوق عرفي و معاهدات بين المللــي پيرامون موضوعات مختلف ، هيچ کــدام از تعاريف فوق الذکر نمي تواند منعکس کننده ي مفهوم واقعي جهان شمولي حقوق بشر باشد؛ صاحب نظران و اسناد غربي اين تعاريف را تأييد نمي نمايند.
World Conference on Human Rights, 25 June 1993, Vienna Declaration and Programme of Action, Preamble & Section I (1) بشــر، جهاني و تفکيک ناپذير و به هم پيوســته اند، مفهوم جهان شمولي حقوق بشر را تقويــت نمود؛ بدين معني که تمام حقوق سياســي ، مدني ، فرهنگي ، اقتصادي و اجتماعي بشــر بــه عنوان يک کليت واحد تلقي مي شــوند و همگي آن ها از ارزش و کاربري يکســاني براي بشــر برخوردارند.
