Abstract:
هدف: گزارشدهی داخلی تخلفهای مالی، یکی از مؤثرترین روشهای شناسایی تخلف در سازمانهاست. شناسایی عوامل مؤثر بر گزارشدهی تخلفها با توجه به پدیده تماشاگری، زمینه پیشگیری از وقوع تخلفهای مالی را فراهم میسازد، بنابراین، این پژوهش با هدف ارائه الگوی عوامل مؤثر بر گزارشدهی داخلی تخلفهای مالیانجام شده است.
روش: برای پاسخ به پرسش پژوهش از روش فراترکیب، تحلیل محتوا و مصاحبه نیمهساختاریافته با خبرگان (فن دلفی) استفاده شد. تعداد 61 مقاله مرتبط با موضوع پژوهش، از نظر محتوایی تحلیل شدند و با تعداد 14 نفر از خبرگان نیز مصاحبه شد.
یافتهها: تحلیلها نشان میدهد که 5 سازه فردی (شامل 19 جزء، مانند ضعف جرئت و جسارت و هراس از ارزیابی و قضاوت شدن)، بین فردی (شامل 4 جزء، مانند ناآشنایی با اصول رفتار اجتماعی و ضعف در مسئولیتپذیری اجتماعی)، اخلاقی ـ فرهنگی (شامل 9 جزء، مانند ضعف در تقوا و معنویت و نداشتن صداقت و درستکاری)، اداری ـ مدیریتی (شامل 12 جزء، مانند عدم حمایت قانونی و اجتماعی و عدم شفافیت سازمانی) و ویژگی تخلف (شامل 7 جزء، مانند تعدد افراد مطلع و اطمینان نداشتن از وقوع تخلف)، بر گزارشدهی داخلی تخلفهای مالی با توجه به پدیده تماشاگری تأثیر میگذارند. همچنین، هر سازه دارای اجزایی است و هر جزء نیز بر تماشاگری و گزارشدهی داخلی تخلفهای مالی مؤثر است.
نتیجهگیری: در مواقعی، وقوع تخلف با اطلاع سایر کارکنان رخ میدهد؛ اما ممکن است آنها بهجای گزارش تخلف، فقط به تماشاگرانی تبدیل شوند که تخلف را مشاهده کردهاند. مدیریت پدیده تماشاگری موجب میشود که کارکنان با اطلاع از وقوع تخلفهای مالی، آن را گزارش کنند. بر این اساس، افراد متخلف در برابر چشمان تماشاگرِ افرادی قرار دارند که در مقابل افشای تخلف احساس مسئولیت میکنند. بررسیها نشان داد که توجه به 5 سازه شناساییشده در این پژوهش، فساد و تخلف را کاهش میدهد و موجب میشود منافع ذینفعان و عموم حفظ شود، همچنین، بستری فراهم میکند تا کارکنان در سازمانها بتوانند تخلفها را گزارش دهند.
Objective: Internal whistle-blowing is known as one of the most effective methods for identifying fraud. Understanding the factors influencing the reporting of fraud according to the bystander effect can be a great help in reducing fraud. This is important in this study with the aim of the pattern of factors affecting the whistle-blowing with emphasis on the bystander effect. Methods: To answer the research question, Meta-composition, content analysis, and semi-structured interviews with experts (Delphi) were used. A total of 61 articles related to the research topic include fraud, spectator, bystander effect, fraud report, whistle-blowing, diffusion of responsibility, non-motivated, and disclosure of illegal activities, were analyzed and 14 experts were interviewed. Results: Analyzes show that 5 individual structures (including 19 cases and cases such as weakness of courage and fear of evaluation and judgment), interpersonal (including 4 cases and cases such as unfamiliarity with the principles of social behavior and weakness in social responsibility), moral- Cultural (including 9 cases and cases such as weakness in piety and spirituality and lack of honesty and integrity), administrative-managerial (including 12 cases and cases such as lack of legal and social support and lack of organizational transparency) and the nature of the violation (including 7 cases and cases such as The number of informed people and the uncertainty of the occurrence of violations affect the internal reporting of financial violations) because of the spectator phenomenon. Also, each structure has components, and each component affects the spectator and internal reporting of financial violations. Conclusion: In some cases, the violation can be reported to other employees, but instead of reporting, they only become spectators who have observed the violation. Spectator management allows employees to report financial violations. Violators are in front of the eyes of spectators who feel responsible for exposing the violation. This study examined this issue and showed that paying attention to the five identified structures will reduce corruption and misconduct and will protect the interests of stakeholders and the public. It also provides a platform for employees to report violations in organizations.

عوامل مؤثر بر گزارش تخلف هاي مالي با تأکيد بر پديده تماشاگري بر اساس سازه هاي الگو (به تصوير صفحه مراجعه شود) يافته هاي مصاحبه در ادامه ، براي تأييد يافته هاي الگوي پژوهش و تعريف عملياتي و کاربردي مؤلفه هاي شناسايي شده ، به پيروي از نمازي و رجب دري (١٣٩٦) از روش دلفي و کسب نظر ١٤ نفر از متخصصان (٨ متخصص حسابداري که در حوزه تخلف يا تقلـب داراي سابقه پژوهشي بوده اند و حداقل داراي رتبه استادياري باشند، ٣ متخصص روان شناسي و ٣ متخصـص فلسـفه کـه حداقل داراي رتبه استادياري بوده باشند)، استفاده شد.
