Abstract:
این مطالعه با هدف واکاوی ادراکات و تجارب مدیران و دبیران مدارس متوسطه شهر سنندج از برنامه تعالی مدیریت مدرسه انجام شد. با عنایت به ضرورت اطلاع عمیق از نحوه برداشت و تجارب زیسته مشارکت کنندگان از ماهیت برنامه تعالی مدیریت مدرسه، سازوکارهای اجرایی، آثار و نتایج و همچنین آسیبهای احتمالی آن، از روش پدیدارشناسی برای انجام پژوهش حاضر بهره گرفته شد. مشارکت کنندگان در این مطالعه 29 نفر از مدیران و دبیران مدارس دوره اول متوسطه در شهر سنندج بودند که به صورت هدفمند انتخاب و با آنها مصاحبه صورت گرفت و یافتههای حاصل با استفاده روش تحلیل دادههای کیفی کلایزی تحلیل گردید. یافتههای پژوهش نشان داد که درک و برداشت مشارکتکنندگان از ماهیت و کم و کیف برنامه تعالی بسته به رویکرد انتقادی و یا محافظه کارانه و بعضاً ستایشگرانه آنها متفاوت است که نهایت در یک مفهوم فراگیر، سه مضمون سازماندهنده سطح دو و سیزده مضمون سازماندهنده سطح یک صورتبندی گردید. براین اساس باوجود اینکه از نظر آنان برنامه تعالی مدیریت مدرسه از نظر ماهیت و ساختار دارای اشکالاتی است اما آثار و نتایجی مثبت و آسیبها و پیامدهایی نیز بر آن مترتب می باشد. این یافته نشان داد که علیرغم مزایایی چون نظمپذیری و فراهم کردن بستری اجرای یکنواخت دستورالعمل طرح تعالی در مدارس، به دلیل ماهیت خطی و تبعیت اجرای چنین برنامه ای از رویکردی تمرکزگرایانه، اجرای آن به شکل فعلی در مدارس بروز آسیبهایی را در نظام آموزش و پرورش اجتناب ناپذیر خواهد کرد.
As a phenomenological study this paper aims to analyze the perceptions and experiences of principals and teachers of secondary schools in Sanandaj from the school management excellence program. Given the need for in-depth information on how participants perceived and experienced the nature of the School Management Excellence Program, its implementation mechanisms, effects and outcomes, as well as its potential harms, a qualitative phenomenological approach was applied to conduct the study. Participants including 29 principals and teachers of high schools who were purposefully selected and interviewed and the findings were analyzed using qualitative data analysis method. The findings showed that participants' perceptions of the nature and scope of the excellence program vary depending on their critical or conservative and sometimes praiseworthy approach which ultimately formulated in a comprehensive concept, three themes organizing level two and thirteen topics organizing level one. Accordingly, despite the fact that in their opinion, the school management excellence program has some problems in terms of nature and structure, but it also has both positive and negative effects and consequences. This finding indicated that despite the advantages such as orderliness and providing a platform for uniform implementation of high school instruction guidelines, due to the linear nature and compliance of such a program with a centralized approach, this program essentially opposes with the spirit learning processes in schools as an important cultural institutions. با اين وصف و عليرغم سياست ها، طرح ها و اقدامات ناموفقي چون طرح تشکيل مجتمع هاي آموزشي که باهدف توسعه اختيارات مدارس ،کاهش سلسله مراتب اداري، ترويج فرهنگ کارگروهي، ارتقاي کيفي مدارس دولتي، استفاده مناسب از منابع مالي، انساني و فيزيکي و کاهش نابرابري دستيابي به فرصت هاي تحصيلي اجراشده بود، پيشنهاد و اجراي برنامه تعالي مديريت مدرسه به مثابه تلاشي دوباره در جهت اصلاح نظام مديريت مدرسه ارزيابي ميگردد که عملکرد مديريت مدارس متوسطه کشور را تحت تأثير قرار داده است (٢٠١٧ ,Gholizadeh).
به همين منظور تلاش شد تا به سؤالات پژوهشي زير پاسخ داده شود: ١- مديران و دبيران مدارس دوره اول متوسطه از برنامه تعالي مديريت مدرسه چه درک و تجربه اي دارند؟ ٢- وجوه تشابه و تفاوت در ديدگاه مشارکت کنندگان در خصوص کم و کيف برنامه تعالي مديريت مدرسه و اجراي آن ، ناظر بر چه مضامين و مفاهيمي است ؟ روش شناسي تحقيق : رويکرد و راهبرد: روش اين تحقيق با توجه به ماهيت موضوع و اهداف پژوهش در گروه پژوهش هاي کيفي با پاراديم تفسيري قرار ميگيرد.
با اين وصف تحليل ديدگاه مشارکت کنندگان در اين مطالعه نشان ميدهد به دليل عدم پيش بيني و تدارک منابع لازم و فقدان شرايط لازم ، در عمل ضمانتي نيز براي اجراي چنين برنامه اي و تحقق اهداف آن وجود ندارد و اگر در تعدادي از مدارس خاص به کارکرد مؤثر برنامه اشاره ميشود صرفا به خاطر منابع و پتانسيل هاي موجود در آن مدارس است .
