Abstract:
احزاب سیاسی در یک جامعه دموکراتیک در حقیقت نقش تسهیلبخش بسیج ایدیولوژیهای متنوع را دارند که در صورت نبود آنها و یا عدم سهمگیری فعال آنها، جامعه به فقدان مرجع تمثیل آرای جمعی مواجه شده و افراد جامعه ناچار با چالشی به نام فردسالاری و شخصیتپرستی دچار میشوند که ماهیتاً صرف در خدمت منافع جمع قلیل بوده و در درازمدت حتا منجر به تضعیف اصل حاکمیت و مردمسالاری نیز میشود. پس بایست در یک جامعهی آزاد به احزاب سیاسی مجال فعالیت فراهم باشد تا افراد و گروههای مختلف زمینه سهمگیری در حیات سیاسی را از مجاری قانونی و به شکل صلحآمیز به دور از خشونت داشته باشند. به عبارت دیگر احزاب نقش رهنمای جامعه را دارند و زمینه آن را میسر میسازند تا اعضای جامعه با دیدگاههای متنوع، خود و آرایشان را در آیینهی احزاب پیدا نموده و از حزب مورد علاقه خویش حمایت کنند. در جوامعی که سیاست بر اساس ایدولوژی تعریف و اشتراک در آن صرف از مجاری احزاب سیاسی ممکن است، احزاب را میتوان از یک نظر دروازهبان ارزشهای دموکراتیک خواند زیرا احزاب در حقیقت مجرای اولین فلتر تفکیک افراد شایسته برای داخل شدن در سیاست است و بنا بر آن و به شکل طبیعی ارکان داخلی یک حزب سعی مینماید تا افراد ورزیده و شایسته را از آدرس خود برای رقابت در عرصه سیاسی به میدان معرفی کند. این تحقیق با هدف بررسی نقش و جایگاه احزاب در گسترش دموکراسی در کشورهای جهان سوم به روش توصیفی-تحلیلی و استفاده از منابع کتابخانه ای انجام شده است.
Political parties in a democratic society actually play the role of facilitating the mobilization of various ideologies. It is inherently merely in the service of the interests of the few, and in the long run even undermines the principle of sovereignty and democracy. Therefore, in a free society, political parties should have the opportunity to work so that different individuals and groups can participate in political life through legal channels and peacefully away from violence. In other words, the parties have the role of guiding the society and making it possible for the members of the society to find themselves and their arrangement in the mirror of the parties with different views and to support their favorite party. In societies where politics can be defined and shared on the basis of ideology only through the channels of political parties, parties can be considered, in a sense, the gatekeepers of democratic values, because parties are in fact the first filter for separating the right people to enter politics. And naturally, the internal elements of a party try to introduce trained and qualified people from its address to compete in the political arena. This study aims to investigate the role and position of parties in the development of democracy in third world countries (case study: Iran and Saudi Arabia) in a descriptive-analytical method and the use of library resources.
