Abstract:
هدف: هدف این پژوهش ارائه مدل هویت دیجیتال و دولت هوشمند با نقش میانجی رهبری تحول دیجیتال در دستگاه‌های دولتی ایران است.
روش پژوهش: پژوهش حاضر کوشیده است با پیروی از رویکرد آمیخته و با بهره‌‌یردن از نظریه داده بنیاد و با رویکرد کلاسیک گلیزر و استرواسی در قالب طرحی (اکتشافی و توصیفی-پیماشی) تصویری روشن و جامع از هویت دیجیتال در دولت هوشمند در دستگاه‌های دولتی ایران با نقش میانجی رهبری تحول دیجیتال ارائه نماید. جامعه آماری این مطالعه شامل دو بخش است: در بخش اول که ازطریق رویکرد کیفی و با بکارگیری روش نظریه داده بنیاد انجام گرفته است با 20 نفر از خبرگان در بخش دولت الکترونیک و هویت دیجیتال، مصاحبه به عمل آمد. در بخش دوم پژوهش پرسشنامه در بین 384 نفراز کارکنان دولت در بخش‌های مختلف توزیع گردید، تجزیه و تحلیل داده‌ها با نرم افزارSPSS SMARTPLS3 است.
یافته‌ها: مولفه‌های هویت دیجیتال شامل سودمندی، همه‌جانبه،ایمن، ارائه حق انتخاب، متناسب با هدف؛ و عوامل مربوط به دولت هوشمند: خدمات‌هوشمند، محیط هوشمند، امنیت هوشمند، منابع هوشمند، تعامل هوشمند، سازمان‌دهی دیجیتال،حکمرانی دیجیتال، نقشه راه دیجیتال؛ عوامل مربوط به رهبری تحول دیجیتال: سازمان‌دهی‌دیجیتال، حکمرانی دیجیتال، نقشه راه دیجیتال است.
نتیجه‌گیری: نتایج کلی پژوهشی حاکی ازاین است که هویت دیجیتال در دولت هوشمند در دستگاه های دولتی کشور با نقش میانجی رهبری تحول دیجیتال تاثیرگذار است که مقدار ضریب بتا هویت دیجیتال بر رهبری دیجیتال تحول‌آفرین برابر با 485/0، و مقدار ضریب بتا مربوط به رهبری تحول دیجیتال بر دولت هوشمند برابر 745/ ، ضریب بتا مربوط به مسیر سوم برابر 256/0می‌باشد.
The present study has tried to follow a mixed approach and utilize the data theory of the foundation and with the classical approach of Glaser and Strauss in the form of a design (exploratory and descriptive-survey) a clear and comprehensive picture of digital-identity in smart government in government agencies. Iran with the role of mediator to lead the digital-transformation. The statistical population of this study consists of two parts: In the first part, which was done through a qualitative approach and using the data theory theory of the foundation, 20 experts in the field of e-government and digital identity were interviewed. In the second part of the research, a questionnaire was distributed among 384 government employees in different departments. The data were analyzed using SPSS SMARTPLS3 software.. Results: (utility, comprehensive, secure, choice, tailored to the purpose) components of digital identity and factors related to smart government (smart services, smart environment, smart security, smart resources, smart interaction, digital organization, digital governance , Digital roadmap) are factors related to digital transformation leadership (digital organization, digital governance, digital roadmap). Conclusion: The general results of the study indicate that digital identity in smart government in the government agencies with the mediating role of digital transformation leadership is effective that the value of beta coefficient of digital identity on transformational digital leadership is equal to 0.485, and the value of beta coefficient related to transformation leadership Digital on smart government is equal to 0.745, the beta coefficient of the third path is equal to 0.256.
