Abstract:
شرایط نسبتا خوب و مناسب ژئواکونومیک، منابع فراوان نفت و گاز و مزیت های نسبی بالفعل و بالقوه فراوان استان خوزستان، ایجاب می کند این استان به یکی از توسعه یافته ترین مناطق کشور تبدیل شود، اما این مهم تاکنون محقق نشده است. تحقیق پیش رو سعی دارد موضوع را واکاوی نماید. اگرچه مولفه ها و عوامل مختلفی می توانند در توسعه نیافتگی این منطقه، دخیل و تاثیر گذار باشند، اما فرضیه مقاله، سیاست گذاری و تصمیم گیری های نادرست نخبگان و استمرار ساخت رانتیر دولت را از علل مهم توسعه نیافتگی استان بر شمرده و بر آن تاکید می کند. اصولا دولت در ایران، به دلایل گوناگون مانند؛ وابستگی به رانت حاصل از فروش منابع، پیگیری اهداف بلند پروازانه با رویکردی برابری خواهانه، اجرای سیاست های توزیعی از نوع پوپولیستی، ناتوانی در مدیریت منابع، عدم تناسب بینیافته های تحقیق، نشان می دهد بر اثر سیاست گذاری دولت یاد شده، بیش از پنجاه درصد از مراکز و واحدهای مهم صنعتی و تولیدی استان خوزستان دچار چالش های جدی و اساسی مانند؛ رکود، تعطیلی و یا توقف اجباری در روند تولید گردیدند. چالش های مذکور، موجب تنزل شاخص های توسعه و به دنبال آن، باعث بروز ناهنجاری های اجتماعی و تضییع سرمایه ها و حقوق بین نسلی شدند. روش تحقیق، ترکیبی از نوع توصیفی- تحلیلی با استفاده از تجزیه و تحلیل دادههای گردآوری شده به روش کتابخانهای و پیمایشی از نوع ارائه پرسشنامه و مصاحبه حضوری است.
Filed of Economic Development policy in Iran؛ the case of Khuzestan Province Abstract Relatively good and suitable geoeconomic conditions abundant oil and gas resources and abundant actual and potential comparative, advantages of Khuzestan province require this province to become one of the most developed regions of the country, but this has not been achieved so far. The present study aimed to find the roots of this problem. Though various components and factors can affect the underdevelopment of this region, this study hypothesizes that the continuation of forming a rentier state and incorrect policies made by the elites are among the important causes of underdevelopment in the province of Khuzestan. The rentier state is basically incapable of advancing the development goals, due to adopting an egalitarian approach, pursuing ambitious goals, implementing populist-type distribution policies, the discrepancy between goals and methods, and the inability to extract resources from the society and redistribute them. The present study aimed to analyze the outcomes of economic development policy of the ninth and tenth rentier states in the province of Khuzestan. The results showed that, due to the policies of these states, more than fifty percent of the important industrial and production centers in Khuzestan province faced serious and fundamental challenges such as stagnation, closure or forced cessation of production, leading to the decline of development indicators and, consequently, increased unemployment, poverty, deprivation, and social anomalies, as well as the loss of intergenerational capitals. The methodology used in this study was field study using bibliographical studies and descriptive-analytical method.
