Abstract:
پژوهش حاضر با هدف ارائه مدل حرفهگرایی مدیریت منابع انسانی در وزارت صنعت، معدن و تجارت در بازده زمانی 1396-1399 صورت گرفت. این پژوهش از لحاظ هدف کاربردی -اکتشافی و از نظر روش توصیفی پیمایشی است، همچنین با رویکرد پژوهش آمیخته صورت گرفته است. جامعه آماری پژوهشی را خبرگان مدیریت منابع انسانی وزارت صنعت، معدن و تجارت در این حوزه تشکیل میدهند. در این پژوهش از روش نمونهگیری گلوله برقی استفاده شده و ابزار جمعآوری دادهها مصاحبه و پرسشنامه است. برای تحلیل دادههای کیفی از تکنیک دادهبنیاد و در بخش کمی از تکنیک دلفی فازی استفاده شد. در مدل ارائه شده، ظرفیتهای فردی و عوامل سازمانی- کارکردی (جذب و بهکارگیری حرفهگرا، آموزش و بهسازی، ارزیابی عملکرد و جبران خدمات) بهعنوان شرایط علّی؛ عوامل عام و نهادی سازمانی ازجمله عوامل راهبردی، ساختار، فرهنگ و منابع و زیرساختها بهعنوان بستر حاکم؛ عوامل فرا سازمانی بهعنوان شرایط مداخلهگر؛ بازآفرینی نقش منابع انسانی و حکمرانی و مشروعیت بخشی به منابع انسانی بهعنوان کنشها و تعاملات مدل و درنهایت خلق وزارتخانه شایسته محور و سلامت محور در سطح سازمانی و نیروی انسانی بالنده در سطح فردی پیامدهای مدل هستند.
This study aimed to provide a professionalism model of human resource management for the Ministry of Silence in the period of 2017-20. In this applied-exploratory research, the tools of data collection were taking notes, interviews and questionnaires. The research method is mixed. In the qualitative part, theoretically, the statistical population includes all valid researches conducted in the field of professionalism of human resources, which were selected and coded by theoretical sampling of 56 articles and valid scientific sources. In terms of field interviews for localization and completion of the collected codes, the statistical population included all human resource management experts of the Ministry of Silence who formed a statistical sample by snowball method of 12 experts. Screening of research variables also participated. Grounded theory technique was used to analyze the collected qualitative data and fuzzy Delphi technique was used in a quantitative part In the presented model, Individual capacities and organizational-functional factors (recruitment and employment of professionals, training and improvement, performance appraisal and compensation of services) as causal conditions; General and institutional organizational factors including strategic factors, structure, culture and resources and infrastructure as the governing platform; Trans-organizational factors as intervening conditions; Recreating the role of human resources and governing and legitimizing human resources as model actions and interactions and ultimately creating a competent and health-oriented ministry at the organizational level and growing human resources at the individual level are the consequences of this model.
