Abstract:
What foreign policy scholars agree on in the study of foreign policy is that foreign policy-making and the provision of a favorable analysis of the foreign policy of any state are subject to consideration of both domestic and foreign spheres. In this regard, the study of the foreign policy of the Islamic Republic of Iran after four decades of the Islamic Revolution identifies cases that can help policymakers and implementers to better explain the foreign policy of the country and determine the foreign policy goals of the new government. Therefore, the question in this article is that in the context of the current international system, what desirable and efficient model and strategy can help the government of Ibrahim Ra'isi in achieving its goals in foreign policy? In response, I find that the current international system is based on the hegemony of the United States of America, which seeks to implement an idea-based order. Therefore, putting the model of justice-oriented order on the agenda, emphasizing the strategy of & quot; soft balance against the power of hegemony & quot; While avoiding a direct confrontation with this power, it can increase the leadership costs of the hegemonic power and force it to retreat.
