Abstract:
فضای سایبری کنشگری جهانی دارد. این فضای نوپدید، ملتها و شهروندان در سرتاسر جهان را به هم متصل کرده و تعاملات و اختلافات بین آنها را تقویت میکند. ایالاتمتحده آمریکا نیز که در حوزه سایبری پیشگام است، با بهرهگیری از دیپلماسی سایبری، دیدگاهها، منافع و ارزشهای خود را ترویج میکند. بر این اساس، هدف پژوهش حاضر تحلیل پیامدهای سیاسی-رسانهای «سایبر دیپلماسی» دولت اوباما در قبال ایران است. پرسش اصلی این است که سایبر دیپلماسی آمریکا در دوره اوباما چگونه بر تحولات سیاسی ایران تأثیرگذار بوده است؟ در این مقاله با روش توصیفی-تحلیلی، ابتدا دیپلماسی سایبری آمریکا در دوره اوباما در قبال ایران و سپس تأثیرات سیاسی آن بر جامعه ایرانی بررسی شده است. نتایج نشان میدهد که دیپلماسی سایبری آمریکا در دوره جرج بوش پسر بهصورت محدود شروع شد، ولی در دوره اوباما از تمام ظرفیت دیپلماسی سایبری مانند وبلاگ، فیسبوک، یوتیوب، توییتر، مرورگرها و غیره در دیپلماسی عمومی و سایبری آمریکا در قبال ایران استفاده شد. در مجموع میتوان گفت در زمینههایی از جمله ایجاد برخی از ناآرامیهای داخلی بعد از انتخابات 88 و جاسوسی و تروریسم سایبری، سایبر دیپلماسی آمریکا فعالانه عمل کرده است.
Cyberspace is universally active. This emerging space connects nations and citizens around the world and strengthens interactions and differences between them. The United States, a pioneer in cyberspace, also promotes its views, interests, and values through cyber diplomacy. Accordingly, the purpose of this study is to examine the political-media implications of the Obama administration's "cyber diplomacy" toward Iran. The main question is how US cyber diplomacy during the Obama era influenced Iran's political developments? In this article, using descriptive-analytical method, first, US cyber diplomacy in the Obama era towards Iran and then its political effects on Iranian society are examined. The results show that US cyber diplomacy began in a limited way under George W. Bush, but under Obama it used the full potential of cyber diplomacy such as blogs, Facebook, YouTube, Twitter, browsers, etc. in US public and cyber diplomacy towards Iran. Overall, US cyber-diplomacy has been active in areas such as the post-election unrest of 2009, espionage and cyber-terrorism.
