Abstract:
سرمایه اجتماعی یکی از موضوعات مهمی است که در پاندمی کرونا و نوع عملکرد دولتها در قبال این بحران بیش از پیش مورد توجه ناظران قرار گرفته است. یکی از اصلیترین پرسشهای مربوط به موضوع سرمایه اجتماعی به نوع عملکرد رسانههای دولتی در بحرانهایی از این دست معطوف است. عملکردی که طبیعتاً در شرایط بحرانی باید از یک وحدت رویه و عقلانیت واحد برخوردار باشد. فقدان چنین وحدت و عقلانیتی بدونشک آثار ناخوشایندی بر سرمایه اجتماعی کشورها میگذارد. در این پژوهش با طرح این سوال که عملکرد رسانههای دولتی ایران در یک هفته اول بحران کرونا چه نسبتی با سرمایه اجتماعی کشور داشته، تلاش شده تا با ارائه یک چارچوب مفهومی و تبیین «تاثیر رسانهها بر سرمایه اجتماعی»، عملکرد سه خبرگزاری دولتی ایرنا، صداوسیما و فارس واکاوی شود. بدینمنظور با بهرهمندی از روش تحلیل محتوا، عملکرد سه خبرگزاری فوق در دو موضوع؛ جلب مشارکت عمومی در مواجهه با بحران و همچنین میزان اعتماد به عملکرد دولت(قوه مجریه) در شرایط بحرانی مورد بررسی قرار گرفت. یافتهها نشان میدهد درباره دو موضوع مشارکت عمومی و اعتماد به عملکرد دولت یازدهم میتوان نقش متغیرهای مداخلهکننده بر عملکرد رسانهها را تا حدودی مشاهده کرد. این متغیرها در مقوله اعتماد به عملکرد دولت بیشتر از مقوله مشارکت عمومی دیده میشود.
Social capital is one of the most important issues in the corona pandemic and how governments respond to this crisis. One of the main questions related to the subject of social capital is how the media influences. An action that, naturally in critical situations, must have a unified procedure and a single rationality. The lack of such unity and rationality undoubtedly has adverse effects on the social capital of countries. In this study, by asking the question of how the performance of Iranian state media in the first week of the Corona crisis was related to the country's social capital, an attempt was made to provide a conceptual framework and explain the "impact of media on social capital". The state news agency IRNA, IRIB and Fars should be investigated. For this purpose, using the content analysis method, the performance of the above three news agencies in two issues; attracting public participation in the face of the crisis as well as the degree of trust in the performance of the government (executive branch) in critical situations were examined. The findings show that on the two issues of public participation and trust in the performance of the Eleventh Government, the role of interfering variables on the performance of the media can be observed to some extent. These variables are seen more in the category of trust in government performance than in the category of public participation.
