Abstract:
الگوی حکمرانی دولت-شهر شبکه ای به عنوان چشم انداز شهرهای ایران در دهه 2050 محسوب شده است که به صورت نیمه خود فرمان اداره می شود. فرضیه مقاله حاضر به این ترتیب است که اگر به واسطه توسعه فناوری های نوین، مشارکت شهروندان به صورت شبکه ای گسترش داده شود، آن گاه می توان الگوی حکمرانی دولت-شهر فرمانپذیر منفعل را به الگوی حکمرانی دولت-شهر شبکه ای تبدیل کرد. برای تحقق چنین چشم اندازی، باید روندهای گذشته، مناسبات کنونی و برنامه های آینده را در نظر گرفت. در بررسی روندهای گذشته، سه کلان روند تاریخی؛ کلان روند دولت-شهرهای خودفرمان، دولت-شهرهای نیمه خودفرمان و دولت-شهرهای فرمانپذیر از عهد باستان تا زمان معاصر وجود داشته است، که فهم حکمرانی در این دولت-شهرها باعث شناخت و انباشت های تاریخی از خود برای ترسیم چشم انداز مورد نظر می شود. از سوی دیگر، دولت-شهرهای آینده، مستلزم داشتن درکی از فضای جغرافیایی در چارچوب چرخش پارادایمی می باشند. برای راهبردی کردن چشم انداز مذکور، روش مقاله حاضر کیفی و بر اساس تکنیک پس نگری صورتبندی گردیده است و گام های راهبردی ششگانه، در رسیدن به چشم انداز، در آن، ترسیم شده است که این گام ها در بازه های زمانی 5 ساله (از 2045 تا2020) در قالب رهیافت های مختلف توسعه صورتبندی گردید. پس از آن، مأموریت، که هویت و اهداف نهادهای سیاستگذار در این راستا می باشند، مشخص می شود. نتایج نشان داد که برای رسیدن به چشم انداز دولت-شهر شبکه ای، عناصر مندرج در چرخش پارادایمی را باید درک نمود که به اعتبار آن، اقدام به ایجاد تحول در حکمرانی، سیاست، اقتصاد، آموزش و فناوری نمود. در نهایت با طرح پایداری شهری به عنوان هدف مندرج در مأموریت پژوهش، چند ارزش بنیادین، به عنوان اصول اخلاقی مستمر، معرفی می گردد که به منظور اتصال مأموریت سازمانی به چشم انداز، مورد توجه سیاستگذاران قرار گیرند.
The model of state-city governance is a network as the vision of Iranian cities in the 2050s, which is governed in a semi-self-governing manner. The hypothesis of the present article is that if due to the development of new technologies, citizen participation is expanded in a network, and then the model of passive obedient state-city governance can be transformed into a model of networked state-city. To realize such a vision, one must consider past trends, current relationships and future plans. In examining past trends, three major historical trends; There has been a general trend of self-governing state-city, semi-self-governing state-city and obedient state-city from ancient times to the present day, which understanding governance in these state-city leads to the recognition and accumulation of history to draw the desired landscape. On the other hand, future stat-cities require an understanding of geographical space within a paradigm shift. In order to strategize the mentioned perspective, the method of the present study has been formulated qualitatively and based on the retrospective technique, and six strategic steps in achieving the vision have been drawn in it, which are in 5-year time intervals (from 2045 to 2020) were formulated in the form of different development approaches. After that, the mission, which is the identity and goals of policy-making institutions in this regard, is determined. The results showed that in order to achieve a networked state-city perspective, the elements contained in the paradigm shift have to be understood, which, in turn, led to changes in governance, politics, economics, education and technology. Finally, with the Urban Sustainability Plan as the goal of the research mission, some fundamental values are introduced as continuous ethical principles to be considered by policy makers in order to connect the organizational mission to the vision.
