Abstract:
در ورطه برنامهریزی دولتی، متمرکز، تکنوکراتیک و خردگرا که بر اساس مهارتها و تحلیلهای علمی تک بعدی بنا شده بود، فرو برد. عدم کارآمدی این الگوها، موجب شکل گیری نظریههای جدیدی مانند؛ نظریه شهرسازی مشارکتی گردید. در کشور ما نیز الگوبرداری خام از نظریات جدید و تغییرات سطحی بدون زمینه سازی و تعمق نظری، مانند؛ اجرای قانون شوراها و نقش دهی به نهاد شورای شهر در نظام برنامهریزی شهری، ابهاماتی در فرایند تکوین و تحقق نظریه شهرسازی مشارکتی بوجود آورده است. هدف این پژوهش کاوشی بیشتر در شرایط تحقق نظریه شهرسازی مشارکتی به منظور پرهیز از سطحینگری و الگوبرداری خام از نظریات جوامع دیگر، با تاکید بر ظهور نهاد شورای شهر و نقش و جایگاه آن در نظام برنامهریزی شهری کشور، میباشد. با روش توصیفی- تحلیلی به ارزیابی تحقق گزارههای شهرسازی مشارکتی و تاثیر آن در تغییر رویکرد نظام برنامهریزی متمرکز شهرسازی به مشارکتی از طریق تحلیل نقش و جایگاه نهاد شورای شهر در نظام شهرسازی پرداخته شده است. تعریف نقش و جایگاه برای شورای شهر در فرایند تهیه، تصویب و اجرای طرحهای توسعه شهری به منظور تغییر رویکرد برنامهریزی شهری، تغییرات سطحی و بدون پشتوانه نظری بوده و هنوز فاصله زیادی با تحقق مشارکت واقعی مردم و نظریه شهرسازی مشارکتی دارد. تغییرات صرفاً قانونی و نهادی، شهرسازی مشارکتی را محقق نمیسازد، بلکه مشارکت واقعی زمانی اتفاق خواهد افتاد که بر اساس مبانی نظری مشارکت کلیه مراحل برنامهریزی مشارکتی(از جمله فرهنگ سازی و ارتقای آگاهی عمومی و...) به درستی طی شده باشد.
The inefficiency of these models has led to the formation of new theories such as; The theory of participatory urban planning. In our country, the raw modeling of new theories and superficial changes without grounding and theoretical reflection, such as: Implementation of the law on councils and the role of the city council in the urban planning system, has created ambiguities in the process of development and realization of participatory urban planning theory. The purpose of this study is to further explore the conditions for the realization of participatory urban planning theory in order to avoid superficiality and raw modeling of theories of other societies, emphasizing the emergence of the city council and its role and place in the urban planning system. Descriptive-analytical method has evaluated the realization of participatory urban planning propositions and its effect on changing the approach of centralized urban planning system to participatory by analyzing the role and position of the city council in the urban planning system. Defining the role and position for the city council in the preparation process, approving and implementing urban development plans to change the approach to urban planning, superficial changes without theoretical support and is still a long way from realizing public participation and participatory urban planning theory. Purely legal and institutional changes do not achieve participatory urban planning, but real participation will occur when all stages of participatory planning (including culture building and public awareness, etc.) have been completed properly based on the theoretical foundations of participation.
