Abstract:
علی الرغم من أن سوریة لم تنضم حتی تاریخه إلی منظمة التجارة العالمیةء إلا أنه من المتوقع أن تتضم قریباء بعد أن تقدمت بطلب الانضمام فی نهایة عام 2001 ء والذی ما زال البحث جاریا فیه علی صعید المنظمة. وتطرح قضیة انضمام سوریة إلی منظمة التجارة العالمیة مسألة آثار هذا الانضمام علی الاقتصاد السوری سلبیاته وإیجابیاته والتی تستمد من إیجابیات وسلبیات التجارة الدولیة ذاتهاء ویتوقف حجم وطبیعة آثار الاتفاقات فی إطار منظمة التجارة العالمیة عن العضویة ذاتهاء التی تفرض جملة من الالتزامات المحکومة بالاتفاقاتء ولکنها تتیح العدید من الحقوق المتعلقة بإمکانیة نفاذ السلع والخدمات إلی الأسواق العالمیةء کما أن هذا الأمر یتعلق أیضاً بالترکیب البنیوی لاقتصاد الدولة طالبة العضویةء ومساهمة قطاعاتها الاقتصادیة من بنیة الصادرات والواردات. وینطبق علی الاقتصاد السوری کل مواصفات الاقتصاد النامی: ضعف القطاع الصناعیء غلبة الصادرات من المواد الأولیة وضعف إنتاجیة العمل الاجتماعی. ولذلک فإن انضمام سوریة المتوقع إلی عضویة منظمة التجارة العالمیة یخضع لمعاییر انفتاح الاقتصادیات النامیة علی الدول الصناعیة المتقدمة نفسها. وبناء علیه سیتم البحث عن الآثار المتوقعة للانضمام علی أهم الجوانب الاقتصادیة فی سوریة.
Although Syria has not joined to the World Trade Organization up till now, it is
expected to do so as its application in 2000 to join the organization being considered.
The issue of Syria joined the Organization of the international trade raises the
matter of the effects of this uniting on the Syrian economics, as well as the positive and
negative effects which are derived from joining the positive and negative ones of the
international trade itself.
The amount and the effects of these agreements in the range of the Organization of
the international trade depends on the membership itself. This membership imposes a
group of the obligations (commitments) which are ruled by the agreements, but it gives
many rights which are connected with the possibility of the penetration of goods and
services into the inter national markets. This matter is also connected with the structural
construction of the economics of the country, and the contribution of its economic
sectors in the structure (body) of the exports and imports.
The Syrian economy meets all the characteristics of a growing economy: lack in
industrial sector, most exports are ore materials and low production of social Works.
Therefore the expected inclusion of Syria a member of world trade organization must be
subject to having the save parameters of the opened progressing economy toward the
industrid desvolted countries. the research will find out the expected effects of the
inclusion on the main economical sectors at Syria.
