Abstract:
با توجه به تأثیرگذاری برنامه‌های توسعه بر روند قانون‌گذاری و تصمیمات مجریان، بررسی میزان انطباق این برنامه‌ها با گفتمان اقتصادی انقلاب اسلامی و پایش موفقیت آن برنامه‌ها در اجرا، یکی از ضروریات تداوم آرمان‌های انقلاب اسلامی است. ازاین‌رو «استخراج مؤلفه‌های پیشرفت روستایی در چهارچوب گفتمان انقلاب اسلامی»، «بررسی برنامه ششم توسعه از منظر سازگاری با مؤلفه‌های پیش‌گفته» و «ارائۀ پیشنهاد برای تدوین سند برنامه هفتم توسعه در راستای انطباق با آن مؤلفهها» سه مسئله موردتوجه در این مقاله هستند.پژوهش پیش رو در گام نخست در پی استخراج گفتمان اقتصادی انقلاب اسلامی ایران در حوزه پیشرفت روستایی از مجرای روش داده بنیاد بوده و در این راستا به بررسی بیانات امام خمینی (ره) و مقام معظم رهبری و همچنین سند قانون اساسی پرداخته است. پس از کشف مؤلفه‌های محوری گفتمان انقلاب اسلامی در حوزه پیشرفت روستایی، سند ششم توسعه بر اساس مفاهیم و مضامین استخراج‌شده بررسی و مورد قضاوت قرار گرفته است. همچنین با استفاده از داده‌های رسمی و شاخص‌های اقتصادی مربوطه، میزان موفقیت این سند در تحقق گفتمان اقتصادی انقلاب اسلامی در حوزه اجرا نیز بررسی گردیده است.علیرغم توجه به بسیاری از مؤلفه‌های گفتمان انقلاب اسلامی در متن قانون برنامۀ پنج‌سالۀ ششم توسعه اقتصادی، اجتماعی و فرهنگی جمهوری اسلامی ایران ناظر به عرصه پیشرفت روستایی، روند موجود در برخی شاخص‌ها مطلوب نبوده و پیشنهاد می‌شود متن سند برنامۀ هفتم توسعه، ضمن توجه به جامعیت، برای رفع برخی نواقص عملکردی و پدیده‌های موجود متمرکز شود. درنهایت نیز هفت پیشنهاد مشخص در این راستا ارائه گردید.
Considering the impact of development programs on the legislative process and the decisions of the implementers, examining the degree of compliance of these programs with the economic discourse of the Islamic Revolution and monitoring the success of those programs in implementation is one of the necessities of continuing the ideals of the Islamic Revolution. Therefore we focus on "Extracting the components of rural development in the context of the Islamic Revolution", "Study of the Sixth Development Plan from the perspective of compatibility with the aforementioned components" and "Proposing to compile the document of the Seventh Development Plan in order to comply with those components".The present study, in the first step, seeks to extract the economic discourse of the Islamic Revolution of Iran in the field of rural development from the method of the grounded theory and in this regard has reviewed the views of Imam Khomeini and the Supreme Leader as well as the constitutional document. After discovering the central components of the Islamic Revolution discourse in the field of rural development, the sixth development document has been reviewed and judged based on the extracted concepts and themes. Also, using official data and relevant economic indicators, the success rate of this document in realizing the economic discourse of the Islamic Revolution in the field of implementation has been examined.
