Abstract:
زمینه و هدف: با گسترش روند خرید و فروش‌های در فضای مجازی، مبارزه با قاچاق کالا و ارز در این فضا، وارد مراحل پیچیده‌تری شده است. تحقیق حاضر با هدف ارائه راهبردهای مقابله با قاچاق کالا و ارز در فضای مجازی انجام شد.
روش: این پژوهش در چارچوب رویکرد کیفی و روش تحقیق داده بنیاد اشتراوس و کوربین انجام شد. مشارکت‌کنندگان، 17 نفر از خبرگان دارای دانش مرتبط با موضوع بوده که با استفاده از روش نمونه گیری گلوله برفی و تا زمان رسیدن به اشباع نظری، حاضر به مشارکت در پژوهش شدند. ابزار مورد استفاده مصاحبه نیمه ساختاریافته بود. جهت تحلیل داده ها از نرم افزار MAXQDA استفاده شده است.
یافته ها: ضعف در تدوین و اجرای قوانین و مقررات، کمبود نظارت بر کیفیت و قیمت کالاهای عرضه شده و ضعف مدیریت به عنوان عوامل علی؛ فقر و بیکاری، استفاده از روش‌های متنوع تبلیغ، امکان دسترسی راحت مشتریان به خدمات موجود، امکان اختفاء هویت قاچاقچیان مجازی، هزینه ناچیز راه اندازی فروشگاه های مجازی و هزینه ناچیز اداره فروشگاه مجازی و تأمین کالای قاچاق به عنوان عوامل زمین های و در نهایت نداشتن سواد رسانه ای و تخصص و ضعف در مقابله با متخلفان مجازی به عنوان عوامل مداخله گر تأثیر بسزایی در قاچاق کالا و ارز در فضای مجازی دارند.
نتیجه گیری: نشان داد پیامدها معطوف به تأثیر منفی بر تولید داخل و بی‌ثباتی اقتصادی و امنیتی و اختلال در الگوی مصرف جامعه بوده و راهبردهای مواجهه ای با پیامدها نیز می توانند در قالب قانون‌گذاری و فرهنگ‌سازی مناسب، آگاه سازی کاربران، توانمندسازی منابع انسانی، نظارت و سامان‌دهی فروشگاه های مجازی و تقویت تولیدات داخلی و حمایت از واردات و صادرات قانونی مطرح شوند.
The aim of this study was to provide strategies to combat the smuggling of goods and currency in cyberspace. This research was conducted within the framework of qualitative approach and data foundation research method (Strauss and Corbin approach). Participants in the study, which included 17 experts from the NAJA Intelligence Police, FATA NAJA, Pava NAJA, Economic Security Police, Waja Managers, professors from Amin University of Law Enforcement Sciences, and professors from the NAJA Law Enforcement and Social Security Research Institute and the NAJA Center for Strategic Studies, Using the snowball sampling method, they agreed to conduct interviews and participate in the research until they reached theoretical saturation. The instrument used for the interview was semi-structured. MAXQDA software was used to analyze the data. . The results showed that the consequences were negative for domestic production, business development of sellers of goods and smuggling, increasing customers of smuggled goods and currency, abuse of legal and regulatory restrictions, economic and security instability and disruption of consumption patterns and strategies. Facing the consequences can also be in the form of appropriate legislation in the field of smuggling of goods and currency in cyberspace, creating a culture of activity in cyberspace, informing cyberspace users, empowering human resources in charge of combating smuggling of goods, monitoring and organizing virtual stores and strengthening Domestic production and support for legal imports and exports.
