Abstract:
یکی از راه های مهم و اساسی برای دستیابی کشورها به منافع راهبردی، شرکت مؤثر در سازمانهای منطقهای می باشد. زیرا که همکاری در این سازمانها اصولاً بر پایه اهداف و منافع مشترک بنا نهاده شده است. تشکیل هسته اولیه سازمان همکاری شانگهای با هدف تقویت اعتماد متقابل و خلع سلاح در مرزهای کشورهای تازه به استقلال رسیده اتحاد جماهیر شوروی شامل روسیه، قزاقستان، قرقیزستان و تاجیکستان با کشور چین در 26 آوریل 1996م در شهر شانگهای چین تحت عنوان شانگهای 5 تأسیس گردید و در ژوئن 2001م به عنوان سازمان همکاری شانگهای تغییر نام یافت. سازمان همکاری شانگهای در حال حاضر به عنوان یکی از مهمترین گروهبندیهای چندجانبه منطقهای شناخته میشود و به لحاظ حجم گسترده حوزه فعالیت خود، از ابتدای تأسیس تاکنون، همواره از جنبههای گوناگون مورد توجه قرار گرفته است، و به همین دلیل (فراگیر بودن وظایف محوله) در خصوص ماهیت واقعی و حوزه فعالیت اصلی این سازمان، بحثهای فراوانی وجود داشته است. جمهوری اسلامی ایران از جمله کشورهایی است که از یک طرف به سبب همجواری منطقهای و وجود پیوندها و منافع مشترک و از طرف دیگر به دلیل فشارهای سیاسی و تحریمهای اعمالی از سوی غرب، از ابتدای فعالیت سازمان، خواهان عضویت در آن شد. که در سپتامبر ۲۰۲۱ پس از طی فراز و نشیب-های فراوان توانست نظر موافقت تمامی اعضای دائم سازمان را برای اخذ پذیرش دائم جلب نماید.

In June 2001, it was renamed the Shanghai Cooperation Organization. The Shanghai Cooperation Organization is currently recognized as one of the most important multilateral regional groupings, and in terms of the vast scope of its activities, since its inception, it has always been considered from various aspects, and For this reason (comprehensiveness of assigned tasks) there has been much debate about the true nature and scope of the organization's core activities. The Islamic Republic of Iran is one of the countries that, on the one hand, due to regional proximity and the existence of ties and common interests, and on the other hand, due to political pressures and sanctions imposed by the West, from the beginning of the organization, applied for membership. In September 2021, after many ups and downs, he was able to obtain the consent of all permanent members of the organization for permanent admission.
