Abstract:
ماهیت غیرمتمرکز و تکثرگرایانة قدرت در ایالات متحده باعث گردیده که امکان نقشآفرینی و تأثیرگذاری برای طیف متنوعی از لابی-های قومی فراهم گردد. در این میان، توجه اعراب حاشیة جنوبی خلیجفارس به لابیگری بهعنوان ابزاری قابل اتکا در حوزة سیاست خارجی و اعمال نفوذ بر روند تصمیمگیری و سیاستگذاری در ایالات متحده معطوف شده است. دامنه و ابعاد کنشگری و اعمال نفوذ لابیهای مزبور در سالهای اخیر از رشد قابل توجهی برخوردار شده است. در همین ارتباط، پرسش اصلی پژوهش حاضر این است که « نقاط ضعف و قوت لابیهای کشورهای عربی حوزه خلیجفارس کدامند؟ یافتههای مقاله حاکی از آن است که لابیهای اعراب حاشیة خلیجفارس از روندهای پلورالیستی و سازوکارهایی چون سفارتخانهها، لابیهای ثبتشده بهعنوان نمایندگان خارجی، لابیگران فردی، شرکتهای نفتی و حمایت مالی از اندیشکدههای امریکایی در راستای دستیابی به اهدافی مانند راهحل دودولتی، اهداف و منافع اقتصادی، مقابله با دستورکارهای منفی و در مقابل تصویرسازی مثبت از خود و در نهایت مقابله با ایران بهره گرفتهاند. پژوهش حاضر از نوع توصیفی- تحلیلی بوده و جمعآوری اطلاعات نیز به شیوة کتابخانهای و مراجعه به منابع اینترنتی انجام گرفته است.
The decentralized and pluralistic nature of power in the United States has enabled a diverse range of ethnic lobbies to play a role and influence. Meanwhile, Arabs in the southern Persian Gulf have turned their attention to lobbying as a reliable tool in foreign policy and to influence decision-making and policy-making in the United States. The scope and dimensions of activism and influence of these lobbies have grown significantly in recent years. In this regard, the main question of the present study is "What are the strengths and weaknesses of the lobbies of the Arab countries in the Persian Gulf?" The findings of the article indicate that the Arab lobbies of the Persian Gulf adhere to pluralistic trends and mechanisms such as embassies, lobbies registered as foreign representatives, individual lobbyists, oil companies and advocacy. Mali has used American think tanks to achieve goals such as a two-state solution, economic goals and interests, to counter negative agendas in exchange for a positive image of themselves, and finally to confront Iran. The present study is of descriptive-analytical type and data collection has been done in a library method and referring to Internet sources.
