Abstract:
از لحاط نظری و فلسفه سیاسی – اجتماعی فدرالیسم امروز در نقد و تقابل با جوامع ملوک الطوایفی فئودالی ریشه ندارد ، بلکه بر دیدگاه پست مدرنیستی جوامع موزائیکی متشکل نژادها و قومیت ها و ملیتهای مختلف و به رسمیت شناسی حقوق متفاوت برای بخشهای مختلف مبتنی است. این نوعی بازگشت به تعریف جامعه بر مبنای نژاد و ملیت و قومیت افراد است و ازینرو به معنی دقیق کلمه خواست و گرایشی ارتجاعی است. از نظر عملی- سیاسی شعار و خواست فدرالیسم در چند دهه اخیر بعد از فروپاشی شوروی و با تجزیه برخی کشورهای اروپای شرقی ( نمونه یوگسلاوی و چکسلواکی) و همچنین جدائی برخی از جمهوریهای سابق شوروی بر مبنای قومیت و نژاد ( گرجستان و قرقیزستان و آذربایجان و …) مطرح شد. این تجزیه کشورهای بلوک شوروی خود بازتاب نوعی بازگشت به هویت و تعصبات ملی- قومی – نژادی – مذهبی و بجلو رانده شدن جنبشها و جریانات افراطی ناسیونالیستی و قومی ومذهبی در شرایط بعد از فروپاشی بلوک شوروی بود که در بخشهای دیگر دنیا و مشخصا در آفریقا و خاورمیانه در شکل جنگهای خونین بین مذاهب و اقوام و نژادهای مختلف بروز پیدا میکرد.
