Abstract:
جلوگیری از زوال و پژمردگی مناطق مرکزی شهرها یکی از مهمترین چالشهای مدیریت شهری مطرح است. در سالهای اخیر زندگی شبانه شهری، به عنوان یکی از مهمترین راهبردهای تداوم حیات، در مناطق مرکزی شهرها در کشورهای پیشگام، مورد استفاده قرار گرفته است. پژوهش حاضر با روش توصیفی–تحلیلی و مبتنی بر تکنیک دلفی، اسنادی و میدانی، با هدف تعیین راهبردهای مناسب برای تداوم حیات شبانه در منطقه 12 کلانشهر تهران به ارزیابی پرداخته است. اعضای هیئت دلفی شامل 15 نفر از متخصصین با سابقه پژوهشی و اجرایی (پرسنل شهر داری منطقه 12) و همچنین کارشناسان آشنا با منطقه از طریق روش گلوله برفی انتخاب شدهاند. پس از شناخت وضعیت شاخصهای زندگی شبانه شهری، به ارائه راهبردهای مناسب پرداخته است. ابتدا اطلاعات به دستآمده با استفاده از مدل تحلیل سلسلهمراتبی (AHP) طبقهبندی و مشخص شد که شاخص اختلاط کاربری با امتیاز235/0، شاخص فضاهای عمومی و گردشگری با امتیاز 198/0، شاخص خدمات و امکانات با امتیاز 178/0، شاخص حمل و نقل با امتیاز 157/0، شاخص نورپردازی با امتیاز 093/0، شاخص امنیت با امتیاز 081/0 و شاخص سیما و منظر با امتیاز 057/ به ترتیب بالاترین تا پایین ترین میزان را از نظر مطلوبیت، برای زندگیشبانه شهری کسب کردند. سپس در فرآیند برنامه ریزیراهبردی (SWOT)، برای امتیازبندی ماتریس عوامل داخلی و خارجی از نظر متخصصین بهره گرفته شد. در انتها مشخص شد موقعیت استراتژیک زندگیشبانه در منطقه 12، موقعیت بازنگری یا انطباقی(WO) است. بنابراین استراتژیهای متناسب با این موقعیت با استفاده از ماتریس برنامهریزی کمی(QSPM)، از نظر میزان جذابیت اولویت بندی شدند.

The present study has been evaluated by descriptive-analytical method and based on Delphi, documentary and field techniques (direct observation), with the aim of determining appropriate strategies for the continuation of nightlife in the 12th metropolitan area of Tehran. The members of the Delphi delegation, including 15 specialists with scientific (research) and practical experience (municipal staff of District 12) as well as experts related to District 12, have been selected by the snowball technique. After recognizing the status of indicators of urban nightlife, it has presented appropriate strategies. First, the obtained data were classified using the Analytic Hierarchy Process (AHP) model and it was determined that the user mixing index with a score of 0.235, the public spaces and tourism index with a score of 0.198, the services and facilities index with a score of 0.178, Transportation index with a score of 0.157, lighting index with a score of 0.093, security index with a score of 0.081 and landscape index with a score of / 057, respectively, the highest to the lowest level in terms of utility, for urban night life Earned. Then in the strategic planning process (SWOT), experts were used to score the matrix of internal and external factors. In the end, it was found that the strategic position of nightlife in area 12 is the revision or adaptive position (WO).
