Abstract:
به رغم دغدغه‌های فراوان تحلیل‌گران و هشدارها مبنی بر ضرورت کاستن از اتکا به فروش انرژی‌های فسیلی، جمهوری اسلامی ایران کمکاکان متکی به صادرت انرژی است، ایجاد وقفه در صادرات این مقوله حیاتی تهدیدی جدی برای اقتصاد ایران و طرح‌های توسعه‌ای به شمار می‌رود که بلافاصله تبعات فرهنگی و اجتماعی متعددی از آن منبعث می‌شود. چنین گزاره-ای حاکی از این است که ضرورت صادرات بی‌وقفه به یک مسئله‌ای امنیتی تحت عنوان امنیت صادرات انرژی مبدل شده است. پژوهش حاضر درصدد پاسخ به این پرسش است که با توجه به شرایط سیاسی و اقتصادی کنونی، جهت افزایش امنیت بازارهای بین‌المللی انرژی کشور و افزایش د‌ست‌آوردهای سیاسی ـ اقتصادی، محدودیت‌ها، الزامات و راهبردهای اصلی در حوزه دیپلماسی انرژی کدامند؟ شاخص‌هایی از جمله رویکرد ترکیبی، نگاه بلندمدت به طرح‌های انرژی منطقه، تشکیل معاونت دیپلماسی انرژی در وزارت امور خارجه، پرهیز از موازی‌کاری و کاربست رویکرد همیاری و هم‌افزایی بین سازمانی در عرصه داخلی، رویکرد دیپلماسی فعال فناوری، تنوع‌بخشی منطقه‌ای، تسری الگوی چانه‌زنی و توانمندسازی داخلی در حوزه خرد قرار دارند و چهار کلان راهبرد از جمله رویکرد اجرایی جهت رهایی از بن‌بست آسیای مرکزی، الزام اتخاذ نگاه منطقه‌ای، نگاه راهبردی به مرزهای غربی و دیپلماسی مقاومت و اتخاذ راهبرد انرژی در شرایط تحریم‌ها به منظور کاربست دیپلماسی امنیت انرژی پیشنهاد می‌شود. روش پژوهش کیفی است و همچنین سعی بر آن است که مسئله اصلی بار رویکرد تحلیل اسنادی مورد واکاوی قرار گیرد.
Despite numerous concerns from analysts and warnings about the need to reduce its reliance on the sale of fossil fuels, the Islamic Republic of Iran is relying on energy exports. It is a development that immediately has many cultural and social consequences. Such a statement suggests that the need for uninterrupted exports has become a security issue called energy export security. The present study seeks to answer the question that, given the current political and economic conditions, in order to increase the security of the country's international energy markets and increase political-economic achievements, what are the main constraints, requirements and strategies in the field of energy diplomacy? Indicators such as hybrid approach, long-term view of regional energy plans, formation of Deputy Minister of Energy Diplomacy at the Ministry of Foreign Affairs, avoidance of duplication and application of inter-organizational cooperation and synergy approach in the domestic arena, active technology diplomacy approach, Regional diversification, the extension of the bargaining model, and domestic empowerment are in the microcosm, and there are four major strategies, including an executive approach to overcoming the Central Asian impasse, requiring a regional view, a strategic view of the western borders, and resistance diplomacy. It is suggested that an energy strategy be adopted in the context of sanctions in order to apply energy security diplomacy. The research method is qualitative and also tries to investigate the main issue of the document analysis approach.
