Abstract:
زمینه و هدف: آسیب‌شناسی نارسائی‌ها و حوادث رخ داده در اجرای مأموریت‌ها و عملیات انتظامی در حوزه‌های مختلف از جمله حوزه نیروی انسانی، یکی از وظایف مهم فرماندهان است. پژوهش حاضر با هدف آسیب‌شناسی بکارگیری فراگیران آموزشی در مأموریت کنترل اغتشاشات در آبان‌ماه 1398 در استان اصفهان انجام شده است.روش: این پژوهش از لحاظ رویکرد تحقیق، کیفی و از لحاظ هدف، کاربردی است. جامعه‌ی پژوهش، شامل فرماندهان انتظامی استان اصفهان، فرماندهان آموزشگاه شهید بهشتی فراجا و فراگیران بکارگیری شده در اغتشاشات آبان 1398 می‌باشد. جامعه مشارکت‌کننده شامل14نفر از فراگیران و10نفر از خبرگان بودند که به صورت هدفمند تا دست‌یابی به اشباع نظری انتخاب شدند. ابزار پژوهش مصاحبه نیمه ساختاریافته است. مولفه‌ها با تحلیل‌مصاحبه‌ها استخراج و با توجه به مدل‌تحلیل آسیب‌شناسی سه‌شاخگی‌به ابعاد اصلی‌تبدیل‌گردید. ابعاد‌احصاء شده درسه مضمون اصلی رفتاری، ساختاری و زمینه‌ای دسته‌بندی و به روش کیفی تحلیل مضمون، مورد تجزیه‌وتحلیل قرار‌‌گرفت.یافته ها: یافته‌ها نشان داد که برای اجرای بهتر مأموریت‌های انتظامی مشابه و به‌ویژه مأموریت‌هایی که از ظرفیت فراگیران آموزشی در آنها بهره گرفته می‌شود لازم است در ابعاد ساختاری، رفتاری و زمینه‌ای اقداماتی به شرحی که در ادامه خواهد آمد انجام شود. در حوزه ساختار اقداماتی از قبیل متناسب نمودن ساختار آموزش با اهداف سازمان، به‌روزرسانی سرفصل‌های آموزشی، افزایش تجهیزات حفاظت فردی، افزایش پشتیبانی و تدارکات. در حوزه آسیب‌های رفتاری اقداماتی شامل: تقویت آمادگی جسمانی و مهارت‌های دفاع شخصی، مد نظر داشتن کم‌تجربگی فراگیران، تقویت قدرت مجاب‌سازی و در حوزه آسیب‌های زمینه‌ای اقداماتی به شرح: پیش‌بینی خدمات پزشکی و درمانی، برنامه‌ریزی برای تعامل و هماهنگی با سایر نهادهای همکار، نیاز به شفاف‌سازی قوانین و مقررات، لزوم آشنا کردن فراگیران با جغرافیای شهری و افزایش اشراف اطلاعاتی فرماندهان مورد توجه قرار گیرد.نتیجه گیری: تقویت شاخص‌های حاصل از یافته های تحقیق می‌تواند به افزایش توان عملیاتی نیروهای اقدام کننده بینجامد.
Background and aim: Pathology of failures and incidents that occurred in the implementation of police missions and operations in various areas, including the area of human resources, is one of the important duties of commanders. The current research was conducted with the objective of the pathology of the use of cadets in the riot control mission in November 2019 in Esfahan province.Method: This research is qualitative in terms of research approach and practical in terms of purpose. The research community includes the administrative commanders of Esfahan province, the commanders of Shahid Beheshti Police Training Center and the cadets employed in the riots of November 2019. The participating population included 14 learners and 10 experts who were selected purposefully to achieve theoretical saturation. The research tool is semi-structured interview. The components were extracted by analyzing the interviews and turned into the main dimensions according to the three-pronged pathology analysis model. The measured dimensions of the main theme of the lesson were categorized and analyzed using the qualitative method of content analysis.Results: The results showed that for the better implementation of similar police missions, especially missions that use the capacity of police cadets, it is essential in structural, behavioral and contextual dimensions. Actions will be taken as described below. In the field of structure, measures such as adapting the structure of education to the goals of the organization, updating educational topics, increasing personal protection equipment, increasing support and supplies. In the field of behavioral injuries, actions include: strengthening physical preparation and self-defense skills, taking into account the lack of experience of learners, strengthening the power of persuasion; and in the field of background injuries, actions as described: predicting medical and treatment services, program A plan for interaction and coordination with other cooperating institutions, the need to clarify rules and regulations, the need to familiarize students with urban geography and increase the intelligence elite of commanders should be taken into consideration.Conclusion: Strengthening the indicators obtained from the research findings can lead to an increase in the operational capacity of the acting forces.
