Abstract:
Purpose: Shahab national plan or identifying and guiding the best talents in schools can play an effective role in improving the education system and accordingly, the aim of this study was the pathology of Shahab national plan in elementary schools.
Methodology: This study in terms of purpose was applied and in terms of implementation method was mixed (qualitative and quantitative). The population of the qualitative part was the experts of university and Ministry of Education in 2019 year, which according to the principle of theoretical saturation number of 15 people of them were selected as a sample with using purposeful sampling method. Also, the population of the quantitative part was the fifth grade elementary teachers of Shahriar city in the 2019-20 academic years (441 people), which according to Cochran's formula number of 230 people of them were selected as a sample by cluster random sampling method. The research tool in the qualitative part was a semi-structured interview and in the quantitative part was a researcher-made pathology of Shahab national plan questionnaire (53 items) based on behavioral, contextual and structural three-pronged model, whose psychometric indicators were confirmed. Data in the qualitative part were analyzed by content analysis method and in the quantitative part were analyzed by fuzzy Delphi mean method in PSSS software.
Findings: The findings of the qualitative part showed that Shahab national plan had 14 damages in the behavioral field, 25 damages in the contextual field and 19 damages in the structural field. Also, the findings of the quantitative part showed that the fuzzy Delphi mean of 14 damages in the behavioral field, 21 damages in the contextual field and 18 damages in the structural field was equal or greater than 0.70.
Conclusion: Considering the damages of Shahab national plan, education specialists and planners can take an effective step to improve the education system
