Abstract:
طراحی راهبرد‌های مبتنی بر «مهار» همواره یکی از ارکان ثابت سیاست خارجی آمریکا از زمان آغاز جنگ سرد بوده است که از سوی دو جناح جمهوری‌خواه و دموکرات آمریکا مورد پیگیری ویژه قرار گرفته است. هم‌زمان با آغاز قرن 21 میلادی و در شرایطی که جمهوری‌خواهان نومحافظه‌کار در دوران بوش پسر پیوند محکمی بین جنگ و سیاست خارجی به‌ویژه در آسیا برقرار کردند، دموکرات‌ها به رهبری باراک اوباما تداوم این مسیر را متناسب با منافع ملی آمریکا ارزیابی نکرده و تغییراتی را در راهبرد ایالات‌متحده در قاره آسیا به وجود آوردند که سنتز این راهبرد در دوره ترامپ نیز پیگیری شد و در دوران بایدن نیز در حال پیگیری است. این مقاله در چارچوب مفروضات نظریات واقع گرا «ثبات هژمونیک» و «موازنه فراساحلی»، با اتخاذ روش تحلیل پسارویدادی و تحلیل تأثیر روند، درصدد است راهبرد آسیایی سیاست خارجی آمریکا را با تمرکز بر «کواد 2» برای مهار دو کشور ایران و چین ارزیابی کند. این پژوهش با مفروض گرفتن دو کشور ایران و چین به‌عنوان نماد دو مجموعه هژمونیک در غرب و شرق آسیا می‌کوشد به این پرسش پاسخ دهد که ایالات‌متحده چگونه از نهادسازی‌های نوین امنیتی در آسیا برای مهار ایران و چین بهره‌برداری می‌کند؟ یافته‌های این پژوهش نشان می‌دهد که ایالات‌متحده باوجود آن‌که در حال کاهش تعهدات ژئوپلیتیکی و بهره‌گیری از ظرفیت قدرت‌های منطقه‌ای برای تداوم نفوذ خود در آسیا است، اما هم‌چنان بر سیاست مهار رقبای آسیایی از طریق نهادسازی‌های نوین اقتصادی، سیاسی و امنیتی تأکید دارد و به نظر می‌رسد مهار چین و ایران مهم‌ترین اهداف ایالات‌متحده از ایجاد نهاد کواد باشد.
Since the beginning of the Cold War, the strategy of "containment" has been one of the constant pillars of US foreign policy. Both the Republican and Democratic parties in the United States have used containment in their foreign policy. At the beginning of the 21st century, while the neo-conservative Republicans under George W. Bush established a strong link between war and foreign policy, the Democrats under Barack Obama did not consider this path to be in line with America's national interests. After Obama, American presidents made changes to the US strategy in Asia, which are being implemented in both the Trump and Biden administrations. This article is written within the framework of the assumptions of the realist theories of "hegemonic stability" and "offshore balance". The article evaluates the Asian strategy of American foreign policy to contain Iran and China by the method of post-event analysis and trend analysis. Considering the anti-American policies of Iran and China in West and East Asia, this research tries to answer the question: How does the United States act in Asia to contain Iran and China? The results of this research show that Although the United States is reducing its geopolitical commitments in Asia, it is still emphasising the policy of containing Asian competitors through new economic, political and security institutions. The article argues that containing China and Iran is the primary goal of the United States in establishing Quad2.
