Abstract:
پژوهش حاضر با تمرکز بر بحرین درصدد است تا با بهرهگیری از نظریه حسین مهدوی، مبنی بر آسیبپذیری ساختار دولت های رانتیر، این دولت را از جهت اقتصادی و سیاسی، آسیبشناسی کند. این پژوهش با مطالعه موردی کشور بحرین به عنوان دولتی رانتیر، درصدد آسیبشناسی اقتصادی و سیاسی این کشور بوده است. این آسیبشناسی کمک خواهد کرد تا مشخص شود که رژیم مزبور با چه چالشهایی در عرصه اقتصادی و سیاسی به دلیل وابستگی به درآمدهای نفتی مواجه بوده و تا چه اندازه آنها را باثبات و تا چه اندازه بیثبات کرده است؟ روش پژوهش توصیفی-تحلیلی بوده و یافتههای پژوهش حاضر نشان داد که بحرین از بعد اقتصادی همانند کشورهای همتای خود، رانتیر است، با تجربهای که از کشورهای موفق عاید میشود، تنها راه برون رفت این کشورها از بحرانهای پیش روی آنها احداث صندوق ذخیر نفت و مدیریت این درآمد در جهت توسعه زیربناهای اقتصادی و سیاسی آنها میباشد. اصولاً میتوان گفت که نفت تنها یک ماده طبیعی است و تنها چیزی که سبب شده است که کشورهای نفتی چنین نگرشی از این ماده داشته باشند، نحوه مدیریت درآمدها است و استفاده بهینه و مطلوب از این درآمدها نه تنها نمیتواند شومی منابع به جای بگذارد و سبب عقبماندگی و فقر گردد، بلکه این درآمدها میتواند زمینه توسعه و پیشرفت کشورها را نیز فراهم سازد.
The present study, focusing on Bahrain, seeks to pathologize the government economically and politically by utilizing Hussein Mahdavi's theory of vulnerability of the structure of rentier governments. This study has sought to seek economic and political pathology through a case study of Bahrain as a rentier government. This pathology will help determine what challenges the economic and political arena faces because of dependence on oil revenues, to what extent it has stabilized, and the extent to which it has voiced them? The research method was descriptive-analytical, and the findings of the present study showed that Bahrain is an economic aspect of its counterparts, with the experience that comes from successful countries, the only way out of these countries to construct the crises ahead of them. The management of this revenue is aimed at developing their economic and political infrastructure. In principle, it can be said that oil is just a natural substance, and the only thing that has made the oil countries have such an attitude is how to manage revenues, and the proper and optimal use of these incomes not only cannot leave resources and lead to backwardness and poverty but also these revenues can provide the development and development of countries.
