Abstract:
هدف پژوهش حاضر بررسی ماهیت و علل شکست سیاستهای تعدیل اقتصادی در ایران از منظر اقتصاد سیاسی است. روش پژوهش توصیفی- تحلیلی بوده و بر این فرضیه استوار است که از آنجا که نظریات توسعه، ارتباط مستقیمی با سازوکارهای اقتصاد سیاسی هر جامعه دارد و شکلبندیهای اقتصاد سیاسی هر کشور باید براساس برنامهریزی اقتصادی و راهبردی آن کشور به مرحله اجرا دربیاید؛ بر این اساس، دخالت دولت و سهم تعیینکنندهای که بهعنوان یک کاتالیزورگر در روند توسعه و توسعهنیافتگی دارد، عامل محوری شکست سیاستهای تعدیل اقتصادی در سالهای 1368 تا 1399 در ایران بوده است. این معضل به تدریج باعث انحراف دولت از اجرای درست برنامههای توسعه و وخامت اوضاع اقتصادی و اجتماعی کشور شده است. نهتنها بسترها و زمینههای لازم برای تحقق توسعه از بین رفته، بلکه پیامدهای مخاطرهآمیزی چون بحران توسعه اقتصادی و شکنندگی توسعه همهجانبه را در کشور بههمراه داشته است.
The purpose of the present study is to review the nature and causes of the failure of economic adjustment policies in Iran from the view of political economics. The research method is descriptive-analytic and it relies on the hypothesis that since development theories are directly related to political economics in every society and its structure should be executed based on economic and strategic planning in the country, the Iranian government’s intervention and its outstanding share as a catalyst in the process of development or underdevelopment have been the main causes of Iran’s failure in its economic adjustment policies during 19089 to 2020. This predicament has gradually led Iran astray in preventing it from the appropriate execution of its development plans which led to the deterioration of economic and social conditions in the country. It not only has removed needed conditions and background for development, but also has had threatening consequences such as economic development crisis and fragile multilateral improvement in the country.
