Abstract:
ماهیت جامع و آیندهنگرانۀ طرحهای آمایشی از یک سو و تغییرات مستمر فضای توسعهای به‌واسطۀ اثرگذاری روندها، اتفاقات و عوامل کلیدی که از آن‌ها به‌عنوان پیشران، یاد می‌شود، اهمیت شناسایی، کنترل و برنامهریزی روی آن‌ها را در راستای ساماندهی فضای کمیاب توسعهای و تحققپذیری اهداف و مأموریتهای سند آمایش، ضروری میسازد. در این میان، بدون نقش‌آفرینی مؤثر نواحی روستایی، تحققپذیری سند راهبردی آمایش سرزمین استانها به‌عنوان بالاترین سند توسعهای با چالشهای بسیاری روبه‌رو می‌شود. برهمین‌اساس، پژوهش حاضر با تأکید بر مرحلۀ اول و مهم مطالعات آیندهنگری با هدف شناسایی مهم‌ترین پیشرانهای مؤثر بر توانافزایی نواحی روستایی در راستای نقش‌آفرینی مؤثر در تحقق اهداف، مأموریت و چشمانداز ترسیمی سند راهبردی آمایش سرزمین استان کردستان انجام گرفته است. در پژوهش کاربردی حاضر با روشی توصیفی-تحلیلی و با رویکرد اکتشافی با بهره‌گیری از تکنیک دلفی؛ عوامل اصلی شناسایی و سپس با تعیین چگونگی روابط و نحوۀ اثرگذاری و اثرپذیری آن‌ها در نرمافزار MicMac، پیشرانهای مؤثر مشخص شد که درنهایت 60 متغیر با ماهیتهای مدیریتی، اقتصادی، اجتماعی، کالبدی، طبیعی و فضایی در مقیاسهای محلی، منطقهای، ملی و فراملی در حوزۀ ارتباط با اقلیم کردستان عراق، شناسایی و با توجه به نحوۀ اثرگذاری و اثرپذیری، 29 متغیر که بیشترین نقش را در عملکرد سایر متغیرها دارا بودند، به‌عنوان پیشران اصلی، تعیین شدند. توزیع متغیرها و پیشرانهای شناساییشده به تلفیقی از تمامی ابعاد اصلی اثرگذار ختم شد که در این میان، پیشران و متغیرهای با ماهیت اقتصادی (بیشترین تعداد) و مدیریتی (بیشترین اثرگذاری) دارای بیشترین اثرگذاری در تعیین روند تغییر و عملکرد سایر متغیرها و پیشرانها بودند. توزیع بیش از 69 درصد از متغیرهای اصلی در ناحیۀ 1 یا اثرگذار، ناحیۀ 2 یا دووجهی و در ناحیۀ 4 یا تنظیمی، نشان از روابط پیچیده و درهم‌تنیده و حساسیت کنترل و برنامهریزی بر پیشرانها در راستای تحقق اهداف و مأموریتهای سند آمایش استان بر مبنای نقش‌آفرینی نواحی روستایی آن دارد.
The comprehensive and forward-looking nature of land use plans on the one hand and the continuous changes in the developmental environment due to the impact of trends, events and key factors that are referred to as drivers made the importance of identifying, controlling and planning on them in order to organize the rare space for development and the realization of the goals and missions of land planning essential. In the meantime, without the effective role of rural areas, the realization of the strategic document of the provinces' land use planning as the highest development document faces many challenges. Based on this, the current research, with emphasis on the first and important phase of prospective studies with the aim of identifying the most important driving forces affecting the empowerment of rural areas in order to play an effective role in realizing the goals, mission and vision of the strategic document of land use planning of Kurdistan province has been completed. In the current applied research with a descriptive-analytical method and with an exploratory approach using the Delphi technique, the main factors were identified and then by using the MicMac software, the relationships and the way of their influence and effectiveness, the effective drivers were determined. Finally, 60 variables with a management, economic, social, physical, natural and spatial nature in local, regional, national and transnational spatial scales were identified in the field of communication with the Kurdistan region of Iraq, and according to the way of influence 29 variables that had the greatest role in the performance of other variables were determined as the main propellants. The distribution of the identified variables and drivers ended with a compilation of all the main influencing dimensions, among which, drivers and variables of economic and managerial nature with the most influence in determining the change process and performance of other variables and drivers were determined. The distribution of more than 69 percent of main variables in the 1st or effective area, the 2nd or bimodal area and in the 4th or regulatory area, shows the complex and intertwined relationships and the sensitivity of control and planning on the drivers in order to achieve the goals and missions of the documents of the province is based on the role of its rural areas.
