Abstract:
در طول بیش از چهار دهه گذشته از حیات جمهوری اسلامی ایران رابطه با فدراسیون روسیه همواره از اولویت های سیاست خارجی ایران بوده است. رمزگشایی از علت تداوم روابط سیاسی و اقتصادی عمیق دو کشور در حال حاضر همواره از دغدغه های پژوهشگران روابط بین الملل بوده است.به رغم رویارویی ایدئولوژیک جمهوری اسلامی ایران و فدراسیون روسیه و پیوندهای عمیق میان روسیه و اسرائیل و سطح مناسبات دیپلماتیک این دو کشور ،چگونه روسیه توانسته است این روابط را به سطح استراتژیک با ایران برساند. هدف پژوهش حاضرپاسخ به این سئوال اساسی است سیاست موازنه گرایی ایران و روسیه در قبال ایالات متحده آمریکا از دیدگاه کنت والتز چیست ؟ این پژوهش با روش توصیفی و تحلیلی و با الهام گرفتن از نظریه موازنه گرای کنت والتز در تحلیل روابط ایران و روسیه استفاده شده است.نتایج پژوهش حاضرنشان می دهد که روسیه با تاکید بر منافع مشترک خود با ایران به توسعه الگوهای مشارکتی در تنظیم روابط دوجانبه خود در سطح همکاری های مختلف نظامی،سیاسی و اقتصادی پرداخته و الگوی رفتاری موازنه گرایی را بهترین رویکرد در قبال این متحد تاکتیکی خود برگزیده است.
During the last four decades of the existence of the Islamic Republic of Iran, the relationship with the Russian Federation has always been one of the priorities of Iran's foreign policy. Deciphering the reason for the continuation of deep political and economic relations between the two countries has always been one of the concerns of international relations researchers. Despite the ideological confrontation between the Islamic Republic of Iran and the Russian Federation and the deep ties between Russia and Israel and the level of diplomatic relations between these two countries, How Russia has been able to bring these relations to a strategic level with Iran. The purpose of the current research is to answer this basic question: what is the balancing policy of Iran and Russia towards the United States of America from the point of view of Kent Waltz? This research has been used with a descriptive and analytical method and inspired by the theory of the balance of forces of Kent Waltz in the analysis of the relations between Iran and Russia. The results of the current research show that Russia, by emphasizing its common interests with Iran, has developed cooperative models in the regulation of bilateral relations. He has engaged in various military, political and economic cooperations and has chosen the best approach towards this tactical ally.
