Abstract:
بحران تغییرات‌اقلیمی، تهدید نوین پیش‌روی بشریت و جامعه‌جهانی می‌باشد، که منجر به پدید‌آمدن مفهوم امنیت‌زیست‌محیطی گردیده است. تحولات تاریخی، تکنولوژیک، روند جهانی‌شدن، همچنین ظهور بازیگران فرادولتی به پیدایش مفهوم امنیت‌جهانی در مقابل امنیت‌بین‌الملل، منجر گشته است. هر یک از دو مفهوم امنیت‌بین‌الملل و جهانی، نگرش متفاوتی نسبت به موضوع محیط‌زیست و مسائل پیرامونی آن داشته، که از هستی‌شناسی متمایز هر یک نشات می‌گیرد. تمایز در شناسایی نوع مسائل امنیتی، تنوع در عناصر امنیتی، تفاوت در نگرش نسبت به عوامل تهدید و تهدید‌زدا، از این جمله‌اند. می‌توان چرایی و چگونگی این تمایزات را در امنیت‌بین‌المللی با کمک رهیافت خرد‌گرا و نظریات لیبرالیسم، همچنین در امنیت‌جهانی با کمک رهیافت هنجاری و نظریه سازه‌انگاری، بهتر و کاربردی‌تر تبیین نمود. تنوع و گستردگی در تصمیم‌سازی و اتخاذ استراتژی در سیاست‌جهانی نسبت به محیط‌زیست و تغییرات‌اقلیمی، ناشی از تمایز در جایگاه مفهوم امنیت-زیست‌محیطی در هر یک از دو رویکرد کلان امنیتی در روابط‌بین‌الملل است. این تحقیق بر آن است تا حدود معنایی امنیت‌بین‌الملل و جهانی را با امنیت‌زیست‌محیطی، تبیین نماید، تا به تعریفی کاربردی از هر یک از این مفاهیم دست یافته، و با بررسی هستی‌شناسانه هر یک از مفاهیم امنیت‌بین‌المللی و جهانی، به صورت-بندی مفهوم امنیت‌زیست‌محیطی در آنها، بپردازد؛ از این رو بتواند به سوال اصلی خود یعنی: امنیت‌زیست-محیطی در امنیت‌بین‌المللی و جهانی از چه جایگاهی برخوردار است؟ پاسخ داده، و به اثبات فرضیه خود مبنی بر هم‌پیوندی هستی‌شناختی امنیت‌جهانی با امنیت‌زیست‌محیطی و اولویت‌دهی به مسائل زیست-محیطی در امنیت‌جهانی، و حاشیه‌ای بودن امنیت‌زیست‌محیطی در مسائل امنیتی در امنیت‌بین‌المللی، بپردازد.
The crisis of climate change is a new threat to humanity, which has led to the emergence of the concept of environmental security. This research aims to achieve a practical definition of each of these concepts by explaining the semantic boundaries of international and global security with environmental security, international and global to formulate the concept of environmental security, so that he can answer his main question: what is the position of environmental security in international and global security?
