Abstract:
مقدمه هدف از برنامههای بازآفرینی شهری، تبدیل مناطق ویران و متروکه به مراکز جدید پرجنب‌وجوش و جذاب است. با این‌حال، این پروژه‌های در ظاهر شگفت‌انگیز، اگرچه به نام بهبود استانداردهای زندگی و شرایط کالبدی آغاز می‌شوند، عموما با جابه‌جایی، بی‌خانمانی و جدایی‌گزینی، منجر به اعیانسازی و تشدید در نابرابری فضایی، تضعیف هویت محلی و در پی آن، کاهش سرمایه اجتماعی می‌شوند. اعیانسازی که در میان برخی سیاست‌گذاران، به عنوان نشانه‌ای از موفقیت شهری و اقتصادی در برابر زوال و فقر شهری تلقی می‌شود، با مشکلاتی که در رابطه با مسکن و استطاعت‌پذیری آن به وجود می‌آورد، همواره از مسائل مهم و مورد مناقشه در حوزۀ برنامه‌ریزی شهری معاصر به حساب می‌آید. از این‌رو، بحث فزاینده‌ای بر اثرات منفی اعیانسازی، بهویژه زمانی که توسط برنامههای بازآفرینی شهری واقع شده باشد، اختصاص یافته است. در این میان، توجه به نتایج و تاثیرات گسترده‌تر در سطح محله و شهر شامل افزایش نامرئی بی‌خانمانی و جابه‌جایی متاثر از مکانیسم‌های بازار، مسائل مربوط به استطاعت‌ناپذیری محله از نظر مصرف، خدمات و مسکن و فرایندهای بی‌عدالتی اجتماعی، متمرکز شده است. بر این اساس، پژوهش حاضر به واکاوی مسکن قابل استطاعت در برنامههای بازآفرینی شهری مبتنی بر واقعیات محلۀ همت‌آباد اصفهان، می‌پردازد.مواد و روش‌هانخست، به ابعاد نظری موضوع که ناظر بر حق مسکن و تامین مسکن قابل استطاعت در بازآفرینی شهری بر اساس دیدگاه‌ها، نظریات و تجارب این حوزه است، پرداخته می‌شود. سپس و ضمن معرفی محدودۀ مورد مطالعه و همین‌طور تبیین روش پژوهش، مصادیق عینی برگرفته از تحلیل مبتنی بر نظریۀ زمینه‌ای (داده‌بنیاد) مصاحبۀ نیمه‌ساختاریافته با افرادی که مستقیم در روندهای برنامه‌ریزی و اجرای پروژه بازآفرینی محلۀ همت‌آباد درگیر بوده و از طریق روش گلوله برفی یا نمونه‌گیری زنجیری شناسایی شدهاند، مورد بحث و نتیجه‌گیری قرار می‌گیرند. همت‌آباد یکی از محلات منطقۀ ۶ واقع در جنوب شهر اصفهان است که در گذشته خارج از محدودۀ قانونی قرار داشت. با توسعۀ تدریجی شهر در جنوب رودخانۀ زاینده‌رود، همت‌آباد به محل سکونت کارگران و طبقۀ کم‌درآمد تبدیل شد. تجربۀ طرح‌ها و برنامههای متعددی که طی دو دهۀ اخیر برای محلۀ همت‌آباد تهیه شدهاند، نشان می‌دهد مداخلاتی که در تقابل با منافع ساکنان بومی باشد، با مخالفت عمومی مواجه شده و مانع انجام هرگونه عملیات بازآفرینی می‌شود. در مجموع 11 مصاحبه بر اساس تحقق اشباع نظری، انجام گرفته است که با استفاده از رویکرد نظریه زمینه‌ای، تحلیل شدهاند. بر این اساس، تجارب مصاحبه‌شوندگان در رابطه با مسکن قابل استطاعت در بازآفرینی محلۀ همت‌آباد، از طریق شناسه‌گذاری اولیه، یادداشت‌برداری و شناسه‌گذاری متمرکز، مورد مداقه قرار گرفته است.یافته‌هابر اساس تحلیل مبتنی بر نظریۀ زمینه‌ای مصاحبه‌ها و سپس شناسه‌های متمرکز ارائه شده، الزامی برای ارائۀ مسکن قابل استطاعت در بازآفرینی محلۀ همت‌آباد، حداقل در مراحل ابتدایی یا پیشنهادهای اولیه، وجود نداشته و تدارک مسکن، موضوعی مجزا از بازآفرینی شهری قلمداد شده است. با این‌وجود، زمینه‌سازی برای شکل‌گیری ابتدایی مفهوم استطاعت‌پذیری همگام با تاکید بر ماندگاری، توانمندسازی و یکپارچگی جامعۀ محلی، به چشم می‌خورد که در عین حال، فقط شامل مالکان بوده و گروه‌های مستاجر را در قالب حمایت از مسکن استیجاری، در بر نمی‌گیرد. این در حالی است که با استناد به واقعیات محلۀ همت‌آباد، در تحقق‌پذیری تامین مسکن قابل استطاعات در برنامههای بازآفرینی شهری، ابعاد اجتماعی ناظر بر ساکنان بومی شامل مشارکت عمومی، اعتمادسازی، مذاکره با مردم و توجه به نیاز و خواست ایشان و ابعاد فنی با ماهیت عمدتا اقتصادی نظیر برآورد هزینه‌های طرح، تامین سهم خدمات، توزیع مجدد زمین، توجیه اقتصادی پیشنهادها، مسائل ثبتی، مدیرت طرح و زمان‌بندی اجرا، از جمله عوامل کلیدی و تاثیرگذار به حساب می‌آیند. در مجموع، نتایج گویای آن است که جایگاه مشخصی برای مسکن قابل استطاعت در طرح‌های بازآفرینی شهری وجود ندارد و این ارتباط، به‌رغم هدف‌گذاری بر تحقق حق مسکن، روشن نیست. این در حالی است که الزامی بر استطاعت‌پذیری مسکن و ماندگاری ساکنان بومی و محلی، بهویژه مستاجران، در سیاست‌ها و دستورالعمل‌های تدوین طرح‌های بازآفرینی شهری و سپس جلوگیری از وقوع پدیده‌های اعیانسازی و جدایی‌گزینی وجود ندارد.نتیجه‌گیریمسکن قابل استطاعت در بازآفرینی شهری در ایران موضوعی کلیدی و در عین حال، نیازمند توجه در هر دو حوزۀ نظر و عمل شهرسازی است. ابتکار عمل در بازآفرینی بافت‌های ناکارآمد شهری، اغلب به دست بخش عمومی است و فقط به اطلاع‌رسانی، برپایی دفاتر تسهیلگری و ارائۀ تسهیلات در قالب ودیعۀ سکونت و وام نوسازی، محدود می‌شود. در مقابل، مشارکت چندجانبۀ ذی‌نفعان، اعتمادسازی و همگرایی و تعادل میان نیازها و انتظارات بازیگران نسبت به ابعاد اساسی در پروژه‌های بازآفرینی شهری، از الزامات مهم به شمار می‌رود. اتخاذ رویکردهای خاص و ویژه همراه با انعطاف‌پذیری با هدف ارتقای کارآمدی با توجه به ویژگی‌ها و شرایط فرهنگی، اجتماعی و اقتصادی پروژه‌های بازآفرینی شهری، فارغ از ابعاد کالبدی و فیزیکی، ضروری است. تغییر نگرش و تدوین سیاست‌های منعطف‌تر و همکارانه‌تر بهویژه در موضوعاتی همچون تامین سهم خدمات از منابع بخش عمومی و تعریف مکانیزم‌های متنوع سرمایه‌گذاری در برنامههای بازآفرینی شهری، بسیار اهمیت دارد. در این میان، بازنگری در حل و فصل چالش‌های خرده‌مالکیت‌ها، مباحث ثبتی و تملک اراضی، به عنوان موضوعات پیچیده و برخوردار از فرصت‌ها و تهدیدهای احتمالی، در مسیر پیشبرد پروژه‌های بازآفرینی شهری، الزامی اجتناب‌ناپذیر است. در ارائۀ پیشنهادهای کالبدی، توجیه اقتصادی همراه با توجه به تاثیرات کالبدی- فضایی از جمله جمعیت‌پذیری و کیفیت زندگی، ضروری است. درنهایت، اطمینان از پایداری راه حل‌های استطاعت‌پذیری برای دوره پس از اجرا به واسطۀ حساسیت و درک صحیح از بافت محلی، برای موفقیت بازآفرینی شهری مبتنی بر مسکن، امری حیاتی خواهد بود. با توجه به گستردگی و چالش‌برانگیز بودن موضوع بازآفرینی شهری بهویژه با محوریت استطاعت‌پذیری مسکن، یکپارچگی طرح‌های ملی مسکن گروه‌های کم‌درآمد با طرح‌های بازآفرینی شهری، توجه به ابعاد کیفی و غیر کالبدی و همچنین، ارزیابی‌های جامع پیش، حین و پس از اجرا این طرح‌ها از جمله موضوعاتی هستند که برای انجام پژوهش‌های آتی در این زمینه، پیشنهاد می‌شوند.
Introduction Urban regeneration plans aim to transform ruined and abandoned areas into new active and attractive centers. However, these ambitious projects, initiated to improve living standards and physical conditions, generally result in gentrification and spatial inequality intensifying, weakening local identity, and reducing social capital by displacement, homelessness, and segregation. Gentrification, viewed by some policymakers as a measure of success against urban decay and poverty, with the problems it creates concerning housing and its affordability, is always one of the challenging and conflicting issues in contemporary urban planning. Consequently, there is a growing debate focusing on the adverse effects of gentrification, particularly when urban regeneration plans cause it. This attention has been concentrated on broader neighborhood and city-level outcomes and impacts, including the invisible increase in homelessness and displacement driven by market mechanisms, neighborhood unaffordability regarding consumption, services, and housing, and social injustice processes. Hence, this research explores affordable housing in urban regeneration plans, considering the realities of the Hemmatabad neighborhood of Isfahan.Materials and MethodsFirstly, the theoretical aspects concerning the right to housing and the provision of affordable housing in urban regeneration are explained, drawing upon various views, theories, and experiences in this field. Then, while explaining the research area and methodology, objective examples derived from the Grounded Theory-based analysis of semi-structured interviews are discussed and concluded. These interviews were conducted with individuals directly involved in planning and implementing the Hemmatabad neighborhood regeneration project, identified through snowball or chain sampling. Hemmatabad is one of the neighborhoods of District 6 in the south of Isfahan, previously located outside the legal limits. With the gradual development of the city in the south of the Zayandehrud River, it became the residence of workers and the low-income class. Over the last two decades, several plans and programs have been prepared for the Hemmatabad neighborhood. However, these interventions, conflicting with the interests of local inhabitants, have encountered public opposition, impeding any regeneration operations. Following the realization of the theoretical saturation, 11 interviews were conducted and analyzed using the Grounded Theory approach. Accordingly, the interviewees’ experiences regarding affordable housing in the regeneration of the Hemmatabad neighborhood were scrutinized through initial coding, memoing, and focused coding.FindingsAccording to the Grounded Theory-based analysis of the interviews and the corresponding focused codes, it was found that there was no requirement to provide affordable housing during the regeneration of the Hemmatabad neighborhood, at least in the early phases or initial proposals, and housing provision is actually treated as a separate matter from urban regeneration. However, the concept of affordability began to emerge, primarily by emphasizing the permanence, empowerment, and integration of the local community, which only encompasses the owners and excludes tenant groups who relied on rental housing. Based on the facts observed in the Hemmatabad neighborhood, in providing affordable housing in urban regeneration plans, the social aspects, including public participation, trust-building, negotiation with the local inhabitants, and addressing their needs and desires, and technical dimensions, predominantly of an economic nature, such as estimating project costs, allocating service share, land redistribution, economic justification of proposals, registration issues, project management, and establishing implementation schedule, are among the key and influential factors. Overall, the results indicate that there is no specific place for affordable housing within urban regeneration plans, and this relationship is not clear despite targeting the realization of the right to housing. There is no necessity for housing affordability and guaranteeing the permanence of former local inhabitants, particularly tenants, in the policies and guidelines for developing urban regeneration plans and subsequently preventing the occurrence of gentrification and segregation. ConclusionAffordable housing in urban regeneration is a critical issue in Iran that requires attention in both the theory and practice of urban planning. The initiative in regenerating inefficient urban areas is often in the hands of the public sector and limited to information dissemination, establishment of facilitation offices, and provision of housing deposits and renovation loans. However, multilateral stakeholder participation, trust-building, convergence, and a balance between the needs and expectations of all actors are fundamental factors in urban regeneration projects. It is necessary to adopt flexible approaches that can enhance efficiency based on the unique characteristics and cultural, social, and economic conditions of each urban regeneration project beyond its physical dimensions. Changing the attitude and formulating more flexible and collaborative policies are essential, particularly in providing service share from public sector resources and defining various investment mechanisms in urban regeneration plans. Meanwhile, it is inevitable to review the resolution of the challenges related to small ownership, land registration, and land acquisition, as complex issues with possible and probable opportunities and threats, toward advancing urban regeneration projects. Besides, in preparing physical proposals, economic justification is vital alongside considering their physical-spatial effects, including population dynamics and quality of life. Finally, ensuring the sustainability of affordable solutions for the post-implementation period through sensitivity and proper understanding of the local context will be critical to the success of housing-led urban regeneration. Given the broad and challenging nature of urban regeneration, especially with a focus on housing affordability, integrating national housing programs for low-income groups with urban regeneration plans, emphasizing qualitative and non-physical aspects, and conducting comprehensive evaluations before, during, and after the implementation of these plans, are among issues suggested for future research in this field.
