Abstract:
متعاقب چرخش احساسی در روابط بین الملل، از دهه 2000 به بعد احساسات به شکلی فزاینده بعد مهمی از حیات بین المللی تلقی می شود. به این ترتیب، توجه به خاطرات به طور کلی و تروما به طور خاص در روابط بین الملل در پیوند با بحث احساسات و همچنین حافظه و روایات سازنده خاطرات یا حافظه جمعی جایگاهی ویژه در مطالعات سیاست خارجی و روابط بین الملل یافته است. تجربه تاریخی تروما یا اشکال خفیف تر تجربه های تلخ تاریخی می تواند با شکل دادن به روایات و برانگیزش احساسات خاص، هویت و کارگزاری را تحت تاثیر قرار دهد و به تبع آن، در سیاست خارجی و مشروعیت بخشی و مشروعیت زدایی از کنشهای سیاست خارجی اثر بگذارد. چگونگی و میزان این تاثیر مسیله ای است که کمتر مورد توجه قرار گرفته است. هدف از این مقاله ارایه چهارچوبی برای مطالعه روایات مهم تروماتیک و چگونگی تاثیر آنها بر احساسات و از این طریق بر هویت، کارگزاری و کنش های سیاست خارجی است. در این مقاله بر اساس شواهدی محدود از روایات تروماتیک در تاریخ ایران و با این مشاهده اولیه که همه روایات به یک اندازه و به یک شکل بر سیاست خارجی اثر نگذاشته اند، فرضیه هایی درباره تاثیر روایات تروماتیک ارایه می شود که می توانند بنیانی برای مطالعات تجربی و پژوهش در این حوزه باشند.
Following the “emotional turn” in International Relations, emotions since the 2000shave increasingly been regarded as a significant feature of international life. Thus collective memories (particularly traumatic memories together with emotions) and the narratives constituting collective memory have become prominent issues in the contemporary study of international relations and foreign policy. The historical experience of trauma can in particular shape narratives and emotions hence influencing identity and agency; and hereby impacting foreign policy through legitimization and de-legitimization of specific foreign policy actions. What is less discussed in the literature is the conditions and the degree of their overall impact. This article seeks to develop a framework for the study of the ways in which significant traumatic narratives affect emotions, and hence it will seek to identity its related agenciesand actions within the context of foreign policy. On the basis of a few traumatic narratives in the history of Iranthis article subsequently develops a number of hypotheses about the impacts of traumatic narratives on foreign policy as a basis for empirical studies and research.
