(17) آیا به صرف این نوع اهداف و حتی طبق آنچه گروسیوس گفته است، مجوزی برای مداخله پیدا می‌شود؟ آیا در این صورت هرج و مرج جامعه بین‌الملل را فرا نخواهد گرفت؟ آیا هر روز دولتی به این بهانه به کشور دیگری حمله نخواهد کرد؟ بله، از حیث نظری، شاید مشکل خاصی وجود نداشته باشد و دلایل مذکور بسیار هم موجه باشند، ولی در مقام عمل چه باید گفت؟ چه معیاری وجود دارد که روشن کند حقوق اساسی افراد در کشوری نقض شده‌اند؟ چه کسی باید معیار تشخیص باشد؟ بعضی از حقوقدانان مطلب را در حد بالاتری برده و گفته‌اند: چون هدف این نوع مداخلات حمایت از بشریت است، نباید منتظر وقوع حادثه باشیم تا آن‌گاه مداخله انجام بگیرد، وجود خطر قطعی نیز مجوز است."
