Abstract:
با وجود اینکه کلیدواژه فساد دانشگاهی چند سالی است در فضای آکادمیک ایران، مورد استفاده قرار میگیرد، اما همچنان زوایای بسیاری از این پدیده پنهان مانده است. ازاینرو پژوهش حاضر به بررسی علل فساد دانشگاهی، عوامل زمینهساز و مداخلهگر، پیامدها و راهبردهای مقابله با آن پرداخته است. پژوهش، کیفی و با استفاده از نظریه زمینهای انجام شده است. با استفاده از نمونهگیری نظری تا مرحله رسیدن به اشباع نظری، 25 نفر از اساتید و دانشجویان دکتری دانشگاههای یاسوج و شیراز انتخاب و مطالعه شدند. گردآوری دادهها با استفاده از مصاحبه عمیق و تحلیل آنها بر اساس سه مرحله کدگذاری باز، گزینشی و محوری صورت گرفت. نتایج نشان داد که دولت نفتی، عدم استقلال نهادی، نظام اداری معیوب، شبهنهاد بودن دانشگاه و کمیتگرایی اسناد بالادستی، از شرایط علی شکلگیری فساد هستند. آگاهی نسبت به فساد، ناکارآمدی نیروی انسانی و کنترل و نظارت ناکافی به عنوان شرایط مداخلهگر و نوع دانشگاه، دپارتمان و سابقه کار، الزامات موقعیتی نیز از شرایط زمینهای فساد دانشگاهی به شمار میروند. در مقابل، کنشگران دانشگاهی از استراتژیهایی مثل بیگاری از دانشجو، سکوت عامدانه، باجدهی دوسویه، برونسپاری، گروکشی و همکاری راهبردی استفاده میکنند. پیامدهای فساد دانشگاهی نیز، کالایی شدن علم، شکلگیری پرولتاریای دانشگاهی، الیناسیون، دوگانگی درونی، افول اعتبار و اعتماد به دانشگاه و نهادینه شدن فساد در جامعه است. بر اساس نتایج میتوان گفت فساد دانشگاهی همچون یک سکه دو رو عمل میکند که از یک طرف برای ساختار و کنشگر یک بازی دوسربرد و از طرف دیگر برای آنها یک بازی دوسرباخت است.
Academic corruption is a familiar phenomenon in Iranian universities, but so far it has not been investigated much. This research has investigated the causes of academic corruption with grounded theory strategy. The field of research is professors and doctoral students of Shiraz and Yasouj universities, 25 of whom were selected for interviews based on theoretical saturation and theoretical sampling.. The results showed that the oil government, the lack of institutional independence, the defective administrative system, the quasi-institution of the university and the quantification of upstream documents are among the causal conditions for the formation of corruption. Awareness of corruption, inefficiency of human resources and insufficient control and supervision as intervening conditions and the type of university, department, work history and situational requirements are also considered as background conditions of academic corruption. On the other hand, academic activists use strategies such as student alienation, deliberate silence, two-way blackmail, outsourcing, hostage-taking, and strategic cooperation. The consequences of academic corruption are the commodification of science, the formation of the academic proletariat, alienation, moral dilemma, the decline of credibility and trust in the university, and the institutionalization of corruption in society. Based on the results, it can be said that university corruption works like a two-sided coin, which is a double-win game for the structure and the activist on the one hand, and a double-lose game for them on the other hand. It is this win-win procedure that causes the reproduction and continuation of corruption in the university.
