This inquiry is intended to study the impact of governmental ethnic policies on ethnic conflict, namely the cleavages between the State and ethnic groups and the modes of manifestation of these cleavages. It is based on the comparative method and country-time is the unit of time within the time period 1995-2004. The results showed that the economic dimension of discriminatory policies, including economic difference and discrimination, is the most important factor in the rise of conflict and the demographic-biological dimension is the most prominent factor in the development of rebellion. The two remaining dimensions – cultural and political – are less important in comparison to the others. Also, by dividing countries into six regions, the importance of the economic and inappropriate environment dimensions was applied to protests and rebellions, respectively. Also, as a result of this division, some different results in other dimensions of discriminatory policies appeared that are of considerable significance. In addition, political development is seen to have a positive effect on protest and a negative effect on rebellion. Furthermore, there was no significant relationship between ethnic identity and State size with protest and rebellion. Meanwhile, group mobilizations have a positive and significant effect on protests and rebellions.
