مسیر ثبات مالی: مقررات سرمایه، مقررات نقدینگی و نظام فیصله مقاله

تا پیش از بحران مالی ٢٠٠٩-٢٠٠٧ مقررات ناظر بر مدیریت ریسک نظام های مالی به نحو نگران کننده ای دچار نارسایی بود. در این مقاله ، تغییرات انجام شده در مقررات مربوط به ریسک در پنج سال گذشته بررسی شده و در مورد سه نتیجه اصلی حاصل از آن بحث خواهد شد. نخست آنکه در نتیجه اجرای استانداردهای جدید بال III برای بانک ها، نظام مالی در شرایط فعلی بسیار سالم تر از گذشته ارزیابی میشود، اما احتمالا نه در حد مطلوب و مورد نظر. دوم آنکه ، هزینه الزام سرمایه ای بیشتر برای بانک ها در قالب مقررات بال III بسیار پایین تر از سطحی بود که در ابتدا تصور میشد و سرانجام ، مطلب سوم این نتیجه گیری است که در این مسیر باید از اجرای مقررات تنظیمی استصوابی متغیر در طول زمان به شدت احتراز نمود.
