چکیده:
باتوجه به اهمیت روز افزون خسارتهای محیطزیستی و کمبود این نوع مطالعات در کشورهای در حال توسعه، این تحقیق، با به کارگیری فرضیهها و تئوری های مختلف ارائه شده در چارچوب نابرابری قدرت/درآمد و خسارتهای محیطزیستی و به چالش کشیدن فرضیه برابری به طور نظری و رد کردن این فرضیه به طور تجربی با تأکید بر نقش تحصیلات تلاش دارد. علاوه بر این، پیدا نمودن پاسخ واقعی برای دو سؤال زیر، درگسترش ادبیات تحقیق و اتخاذ سیاستهای مناسب حمایتی محیطزیستی با توجه به سطح درآمد/تحصیلات و سطح خسارتهای محیطزیستی کشورهای در حال توسعه میتواند یاری نماید. سؤال اول اینکه در جنگ آلودگی محیطزیستی کدام گروه درآمدی غالب خواهد بود؟ و سؤال دوم: سیاست مداران دولتی چه راه کارهایی را باید در پیش بگیرند؟ این بررسی بر اساس دادههای تابلویی نامتعادل و با مدل اثرات ثابت و تصادفی طی دوره زمانی 2013 - 2000 در کشورهای در حال توسعه انجام شده است یافته های تحقیق، نشانگر عدم رد فرضیه منحنی محیطزیست کوزنتس و رد فرضیه برابری میباشد. که این یافته را میتوان به عنوان ترجیحات نهایی کاهنده خسارتهای محیطزیستی افراد و یا کشورهای پردرآمد نسبت به کم درآمد یا به عبارت دیگر تقاضای کمتر خسارتهای محیطزیستی ثروتمندان نسبت به فقیران و تمایل به پرداخت قویتر کیفیت محیطزیستی ثروتمندان قلمداد نمود و در این حالت هیچ فرقی نمیکند که چگونه درآمد توزیع یابد. همچنین، یافته ها حاکی از آن است که سطح تحصیلات از طریق تشدید بیداریها و فشارهای عمومی محیطزیستی منجر به کاهش خسارتهای محیطزیستی میگردد.
Given the increasing importance of environmental deg-radation and the lack of these types of studies in devel-oping countries, this research attempts by using various hypotheses and theories have been explained in the framework of income/power inequality and environmen-tal degradation and challenging the equality hypothesis theoretically and rejecting this hypothesis empirically with emphasis on education role, In addition to finding real answer for the following two questions, helping to the extension of research literature and adapting appro-priate environmental protection policies according to income/education level and the level of environmental degradation in developing countries. The first question is that which income group will prevail in the pollution war? And the second question is, what measures politi-cians should take? This research has been done based on an unbalanced panel data with fixed and random effects models during the period 2000-2013 in developing coun-tries. The research findings indicate that Environmental Kuznets hypothesis is not rejected and the equality hy-pothesis is rejected. This finding can be considered as the reducing final preferences of environmental degrada-tion of high-income countries/individuals relative to low-income. In the other words, it can be regarded as less demand of environmental degradation of the rich relative to the poor and stronger willingness to pay of environmental quality of the rich. In this case, no matter how income is distributed. Moreover, findings show that the education level decreases environmental degradation through the strengthening environmental public pressure and awareness.
