Mr. Khatami during his second term as thepresident of Iran is still trying hard to attract foreign investment in order to use foreign capital and resources for the promotion of the Iranian economy. Economic cooperation with other countries was not essentially pursued in Iran. The author seeks to understand how foreign investment will affect the economic situation of Iran and more importantly which factors are responsible for the change that has taken place in the government's policy regarding foreign investment. In order to address the issues raised in the article, he has drawn on the liberal perspective according to which every government's economic policy is influenced by the law of supply and demand. He believes that traditional values influence the government's foreign policy ever since the Islamic Revolution and the government has tried to achieve its economic goals based on a number oflslamic principles. Mentioning that in 1998 the volume of foreign investment in Iran was five times as much as that of 1997, the author assesses the achievements the Khatami administration has managed to make. Thus far my theoretical discussion has shown that it is possible to make use of the liberal view in order to test the hypothesis I have advanced and then I will present evidence to support my hypothesis and will show that the Iranian government's attempt to attract foreign Investment is designed to increase the country's economic growth rate.
