بیمه نوعی خدمت است و مانند همه کالاها و خدمات دارای بازار است. بازار بیمه به دلیل ویژگی های خاصی که دارد دربردارنده سه رکن خریدار ، فروشنده و تنظیم گر می باشد. تنظیم به منظور شناسایی موارد ی که بازار در آن با شکست مواجه می شود و نظارت به قصد کنترل کردن نارسایی های ناشی از موارد مذکوراعمال می گردند. به همین جهت ، هر دولتی با توجه به شرایط و امکاناتی که دارد روش ها و ابزارهایی را برای تنظیم و نظارت بر بازار بیمه به کار می برد، در ایران نیز پس از خصوصی سازی بازار بیمه ، جهت تنظیم و نظارت در بازار بیمه از روش کنترل و دستور استفاده می گردد. درا ین راستا تنظیم و نظارت کارا و مؤثر بر صنعت بیمه همراه با گسترش رقابت به منظور جلوگیری از انحرافات که می‌تواند ضربات جدی به صنعت وارد کند، یکی از چالشهای اساسی صنعت بیمه کشور است. مقاله حاضر با روش تحلیلی -توصیفی در پی پاسخ به این پرسش است که ساختار تنظیم و نظارت در ایران چگونه است؟ دولت از چه روش و ابزاری برای این کار استفاده می نماید؟ و از نظر خبرگان این روش و ابزار دارای چه جایگاه از اهمیت و عملکرد است؟پس از جمع آوری اطلاعات ساختار تنظیم و نظارت از منابع و متون علمی، از 30 نفر از خبرگان به روش تحلیل عملکرد – اهمیت جایگاه روش ها و ابزار تنظیم و نظارت برای صنعت بیمه ایران بدست آمد. نتایج نشان می دهد ابزارها و روش های آشکار سازی ، نقدینگی ، تهدید به تعقیب ، اقدامات پرداخت .و شکایت مشتریان دارای عملکرد بالایی هستند و باید مورد توجه قرار گیرند.

Therefore, each state, according to its conditions and facilities, uses methods and tools for regulating and monitoring the insurance market. In Iran, after the privatization of the insurance market, control and control methods are used to regulate and supervise the insurance market. In this regard, efficient and effective supervision of the insurance industry along with expanding competition in order to prevent distortions that could seriously hit the industry is one of the main challenges of the country's insurance industry. Therefore, in this paper, we use an analytical-descriptive method to find the answer to the question of what is the structure of regulation and supervision in Iran. And what methods and tools does the government use? An examination of the structure, methodology and tools of regulation and supervision in the Iranian insurance market can reveal one of the important reasons for the lack of profitability and the lack of progress in the insurance industry in comparison with other markets of advanced countries.
